H.F. 2604 Section 1. NEW SECTION . 80.48 Local government public 1 safety grant fund. 2 1. a. A local government public safety grant fund is 3 created in the state treasury under the control of the 4 department. The fund shall consist of all moneys appropriated 5 to the fund. 6 b. Beginning with the fiscal year commencing July 1, 2020, 7 and each fiscal year thereafter, there is appropriated from 8 the general fund of the state to the department the sum of one 9 million dollars for deposit in the local government public 10 safety grant fund. 11 2. Moneys in the local government public safety grant 12 fund are appropriated to the department for the purpose 13 of providing grants to local governments for updating and 14 purchasing equipment relating to local and volunteer fire 15 fighter and emergency response public safety purposes, updating 16 and purchasing infrastructure relating to local and volunteer 17 fire fighter and emergency response public safety purposes, 18 and paying local volunteer fire fighters’ costs and fees for 19 any necessary training provided by the fire service training 20 bureau. The department shall adopt rules establishing a grant 21 application process. Grants shall not be provided to any 22 privately owned first response or emergency service company or 23 corporation. 24 3. Notwithstanding section 12C.7, subsection 2, interest or 25 earnings on moneys deposited in the fund shall be credited to 26 the fund. Notwithstanding section 8.33, moneys credited to the 27 fund shall not revert at the close of a fiscal year. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 This bill establishes the local government public safety 32 grant fund under the control of the department of public 33 safety. The bill provides for a standing appropriation of 34 $1 million each fiscal year from the general fund to the 35 -1- LSB 5337YH (6) 88 ec/rn/tm 1/ 2

Moneys in the fund are 1 appropriated to the department for grants to local governments 2 for equipment, infrastructure, and training costs related to 3 local and volunteer fire fighter and emergency response public 4 safety purposes. The bill restricts providing grants to a 5 privately owned first response or emergency service company or 6 corporation.
