H.F. 2517 Section 1. Section 483A.8, subsection 3, paragraph c, Code 1 2020, is amended to read as follows: 2 c. The commission shall annually limit to between six 3 thousand and eight thousand the number of nonresidents allowed 4 to have antlered or any sex deer hunting licenses. Of the six 5 thousand nonresident antlered or any sex deer hunting licenses 6 issued, not more than thirty-five percent of the licenses shall 7 be bow season licenses. After the six thousand antlered or 8 any sex nonresident deer hunting licenses have been issued, 9 all additional licenses shall be issued for antlerless deer 10 only. The commission shall annually determine the number of 11 nonresident antlerless deer only deer hunting licenses that 12 will be available for issuance. 13 Sec. 2. EMERGENCY RULES. The natural resource commission 14 may adopt emergency rules under section 17A.4, subsection 3, 15 and section 17A.5, subsection 2, paragraph “b”, to implement 16 the provisions of this Act and the rules shall be effective 17 immediately upon filing unless a later date is specified in the 18 rules. Any rules adopted in accordance with this section shall 19 also be published as a notice of intended action as provided 20 in section 17A.4. 21 Sec. 3. EFFECTIVE DATE. This Act, being deemed of immediate 22 importance, takes effect upon enactment. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill relates to nonresident deer hunting licenses 27 issued by the natural resource commission. Currently, the 28 commission issues up to 6,000 antlered or any sex deer hunting 29 licenses to nonresidents, which are allocated among zones based 30 on deer populations. The bill requires the commission to 31 annually limit the number of nonresident antlered or any sex 32 deer hunting licenses available for issue to between 6,000 and 33 8,000 licenses.
