An inmate sentenced to and confined in any institution 3 under the jurisdiction of the department shall be allowed 4 access to training and instruction in activities which promote 5 personal betterment and self-improvement. Such training shall 6 include, but not be limited to, meditation instruction, yoga 7 instruction, and prayer coaching. 8 2. The department shall adopt rules pursuant to chapter 17A 9 to administer this section. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill relates to the training and instruction of inmates 14 for personal betterment and self-improvement. 15 The bill provides that an inmate sentenced to and confined in 16 any institution under the jurisdiction of the department shall 17 be allowed access to training and instruction in activities 18 which promote personal betterment and self-improvement. Such 19 training must include, but will not be limited to, meditation 20 instruction, yoga instruction, and prayer coaching. 21 The bill provides that the Iowa department of corrections 22 shall adopt rules pursuant to Code chapter 17A (Iowa 23 administrative procedure Act) to administer the bill. 24 -1- LSB 1502YH (2) 88 as/rh 1/ 1
