1.
Section
280.23,
Code
2020,
is
amended
to
read
as
1
follows:

280.23
Student
health
services.
3
The
board
of
directors
of
each
public
school
district
and
4
the
authorities
in
charge
of
each
nonpublic
school
shall
not
5
require
do
any
of
the
following:
6
1.
Require
nonadministrative
personnel
to
perform
any
7
special
health
services
or
intrusive
nonemergency
medical
8
services
for
students
unless
the
nonadministrative
personnel
9
are
licensed
or
otherwise
qualified
and
have
consented
to
10
perform
the
services.

2.
Allow
the
administration
of
a
vaccine
or
immunization
to
12
a
student
on
the
school
premises
or
through
a
school-sponsored
13
vaccination
effort
by
personnel
authorized
to
administer
14
vaccines
or
immunizations
unless
the
student’s
parent
or
15
guardian
provides
prior
written
authorization
to
the
school
for
16
the
administration
of
each
vaccine
or
immunization
administered
17
to
the
student.

The
inclusion

this
explanation
does
not
constitute
agreement
with

the
members

the
general
assembly.

This
bill
provides
that
the
board
of
directors
of
a
school

district
and
the
authorities
in
charge
of
a
nonpublic
school
23
shall
not
allow
the
administration
of
a
vaccine
or
immunization
24
to
a
student
on
school
premises
or
at
a
school-sponsored
25
vaccination
effort
without
first
acquiring
the
written
consent
26
of
the
student’s
parent
or
guardian
for
each
vaccine
or
27
immunization
the
student
is
administered.
