Section
1.
PASSENGER
RAIL
SERVICE
FEASIBILITY
STUDY.
The
1
department
of
transportation
shall
study
the
feasibility
of
2
a
passenger
rail
service
operating
between
Dubuque,
Iowa,
3
and
Black
Hawk
county,
Iowa,
as
an
extension
of
the
future
4
passenger
rail
service
between
Dubuque,
Iowa,
and
Chicago,
5
Illinois.
The
department
of
transportation
shall
study
6
the
passenger
rail
service’s
costs,
ridership
projections,
7
and
funding
options.
The
department
of
transportation
8
shall
prepare
and
submit
a
report,
including
findings
and
9
recommendations,
to
the
general
assembly
by
January
1,
2021.

Sec.
2.
APPROPRIATION.
There
is
appropriated
from
the
11
general
fund
of
the
state
to
the
department
of
transportation
12
for
the
fiscal
year
beginning
July
1,
2020,
and
ending
June
30,
13
2021,
the
following
amount,
or
so
much
thereof
as
is
necessary,
14
to
be
used
for
the
purposes
designated:

The

This
bill
directs
the
department
of
transportation
(DOT)
to

conduct
a
study
relating
to
the
feasibility
of
a
passenger
rail
24
service
operating
between
Dubuque,
Iowa,
and
Black
Hawk
county,
25
Iowa,
including
the
potential
costs,
riders,
and
funding
26
options.
The
DOT
shall
submit
its
findings
and
recommendations
27
in
a
report
to
the
general
assembly
by
January
1,
2021.
The
28
bill
appropriates
$50,000
from
the
general
fund
to
the
DOT
to
29
conduct
the
study
and
issue
its
report.
