256.11,

Code

is

amended
by
adding
the
following
new
paragraph:

NEW
PARAGRAPH
.
l.
One-half
unit
of
mental
health
awareness
3
commencing
with
the
school
year
beginning
July
1,
2021.

(1)
The
mental
health
awareness
curriculum
shall
address
at
5
a
minimum
all
of
the
following:
6
(a)
The
skills
and
knowledge
students
need
to
understand,
7
recognize,
and,
if
appropriate,
address
mental
health
issues
8
and
disorders
and
access
appropriate
professional
assistance,
9
counseling,
and
other
resources.
10
(b)
Optimizing
and
maintaining
good
mental
health.
11
(c)
The
most
common
mental
disorders,
including
but
not
12
limited
to
stress,
anxiety,
depression,
substance
abuse,
13
attention
deficit
hyperactive
disorder,
eating
disorders,
14
obsessive-compulsive
disorder,
post-traumatic
stress
disorder,
15
and
pervasive
developmental
disorders.

Decreasing
stigma.

(e)
Evidence-based
treatments.

The
curriculum
shall
incorporate
resources
such
as

school-based
mental
health
services
and
other
resources
that
20
connect
students
and
families
with
community-based
mental

health
services.

awareness
may

one-half
unit
of
health
education
in
meeting
the

requirements
of
paragraph

Sec.
2.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
30
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
31
compliance
with
any
state
mandate
included
in
this
Act
shall
32
be
paid
by
a
school
district
from
state
school
foundation
aid
33
received
by
the
school
district
under
section
257.16.
This
34
specification
of
the
payment
of
the
state
cost
shall
be
deemed

to
meet
all
of
the
state
funding-related
requirements
of
1
section
25B.2,
subsection
3,
and
no
additional
state
funding
2
shall
be
necessary
for
the
full
implementation
of
this
Act

by
and
enforcement
of
this
Act
against
all
affected
school
4
districts.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
7
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
adds
one-half
unit
of
coursework
in
mental
health
9
awareness
to
the
educational
standards
requirements
for
school
10
districts
and
accredited
nonpublic
schools
commencing
with
the
11
school
year
beginning
July
1,
2021.

The
mental
health
awareness
curriculum
shall
address
at
a
13
minimum
the
skills
and
knowledge
students
need
to
understand,
14
recognize,
and,
if
appropriate,
address
mental
health
issues
15
and
disorders
and
access
appropriate
professional
assistance,
16
counseling,
and
other
resources;
optimizing
and
maintaining
17
good
mental
health;
the
most
common
mental
disorders;
18
decreasing
stigma;
and
evidence-based
treatments.

The
curriculum
shall
incorporate
school-based
mental
health
20
services
and
other
resources
that
connect
students
and
families
21
with
community-based
mental
health
services.
22
One-half
unit
of
mental
health
awareness
may
count
as
23
one-half
unit
of
health
education.
Units
of
coursework
24
that
meet
the
requirements
of
career
and
technical
education
25
health
sciences
requirements
and
incorporate
the
mental
health
26
awareness
curriculum
satisfy
the
mental
health
awareness
unit
27
requirements.

The
bill
may
include
a
state
mandate
as
defined
in
Code
29
section
25B.3.
The
bill
requires
that
the
state
cost
of
30
any
state
mandate
included
in
the
bill
be
paid
by
a
school
31
district
from
state
school
foundation
aid
received
by
the
32
school
district
under
Code
section
257.16.
The
specification
33
is
deemed
to
constitute
state
compliance
with
any
state
mandate
34
funding-related
requirements
of
Code
section
25B.2.
The

specification

intended

reinstate
the

requirement

political
subdivisions
