H.F. 2359 Section 1. Section 256.16, subsection 1, paragraph a, 1 subparagraph (1), Code 2020, is amended to read as follows: 2 (1) Administer If the institution administers a 3 preprofessional skills test offered by a nationally recognized 4 testing service to practitioner preparation program admission 5 candidates , the institution shall report to the department no 6 later than August 1 annually, in the form and manner prescribed 7 by the department, the percentage of students whose scores 8 on the assessments administered during the prior fiscal year 9 were above, at, and below the minimum passing score set by the 10 institution, and shall report any services or opportunities to 11 retake the assessment the institution may make available to 12 a student who fails assessment . Rules adopted shall require 13 institutions to deny admission to the program to any candidate 14 who does not successfully pass the test. The department shall 15 compile the reports submitted under this subparagraph and 16 publish the compiled information on its internet site. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill eliminates a requirement that higher education 21 institutions providing practitioner preparation administer a 22 preprofessional skills test offered by a nationally recognized 23 testing service to program admission candidates, as well as a 24 provision directing that the state board of education’s rules 25 require institutions offering such a program to deny admission 26 to the program to any candidate who does not successfully pass 27 the test. 28 The bill instead requires that if an institution offers 29 the test, the institution must report to the department of 30 education by August 1 annually the percentage of students whose 31 scores on the tests administered during the prior fiscal year 32 were above, at, and below the minimum passing score set by the 33 institution, as well as report any services or opportunities to 34 retake the test the institution may make available to a student 35 -1- LSB 5166HV (3) 88 kh/jh 1/ 2
