Section
1.
Section
462A.5,
subsection
1,
unnumbered
1
paragraph
1,
Code
2020,
is
amended
to
read
as
follows:

The
owner
of
each
vessel
required
to
be
numbered
by
this
3
state
shall
initially
register
it
with
the
commission
through
4
the
county
recorder
of
the
county
in
which
the
owner
resides,
5
or,
if
the
owner
is
a
nonresident,
the
owner
shall
register
6
it
in
the
county
in
which
such
vessel
is
principally
used.
7
Both
residents
and
nonresidents
shall
subsequently
renew
8
registration
every
three
years
with
any
county
recorder
,
except
9
for
those
vessels
registered
pursuant
to
subsection
1A
.
The
10
commission
shall
develop
and
maintain
an
electronic
system
for
11
the
registration
of
vessels
pursuant
to
this
chapter
.
The
12
commission
shall
establish
forms
and
procedures
as
necessary
13
for
the
registration
of
all
vessels.

Sec.
2.
Section
462A.5,
Code
2020,
is
amended
by
adding
the
15
following
new
subsection:

NEW
SUBSECTION
.
1A.
a.
The
commission
shall
offer
one-time
17
registration
for
canoes
and
kayak
type
vessels
for
which
18
registration
is
required.
A
registration
certificate
issued
19
pursuant
to
this
paragraph
is
valid
for
the
lifetime
of
the
20
vessel.
A
registration
certificate
issued
pursuant
to
this
21
paragraph
shall
not
be
transferred
to
another
vessel.

b.
This
subsection
does
not
preclude
an
owner
from
23
registering
an
eligible
vessel
every
three
years
as
provided
in
24
subsection
1.

Sec.
3.
Section
462A.5,
subsection
3,
paragraph
a,
26
subparagraph
(1),
Code
2020,
is
amended
to
read
as
follows:

(1)
For
Except
as
provided
in
subparagraph
(7),
vessels
of

any

without
motor
or
sail,
twelve
dollars.

This
bill
relates
to
the
registration
of
canoes
and
kayaks.

Current
law
requires
an
owner
of
a
canoe
or
kayak
type
vessel

to
register
the
vessel
every
three
years
if
the
vessel
is
5
greater
than
13
feet
in
length.
The
registration
fee
for
such
6
a
vessel
is
$12.
7
The
bill
requires
the
natural
resource
commission
to
offer
a
8
one-time
registration
option
for
canoes
and
kayak
type
vessels
9
for
which
registration
is
required.
The
bill
does
not
preclude
10
an
owner
from
registering
an
eligible
vessel
every
three
years
11
for
$12.
The
commission
shall
determine
the
registration
fee
12
for
the
one-time
registration
option.
