shall

annexation
of
land
with
a
corn

rating
of

higher
calculated
using
the

methodology
recognized
by
the
Iowa
state
university
of
science

and
technology
in
2013.

Sec.
2.
Section
368.11,
subsection
3,
Code
2020,
is
amended

by
adding
the
following
new
paragraph:

.
o.
In
a
case
of
annexation,
the
petition
9
must
state
that
none
of
the
land
proposed
to
be
annexed
has
10
a
corn
suitability
rating
of
forty-five
or
higher
calculated
11
using
the
methodology
recognized
by
the
Iowa
state
university
12
of
science
and
technology
in
2013.

Sec.
3.
APPLICABILITY.
This
Act
applies
to
applications
or
14
petitions
for
annexation
filed
on
or
after
July
1,
2020.

EXPLANATION
16
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
17
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
annexation
of
certain
agricultural
19
property.
The
bill
prohibits
a
city
from
approving
the
20
annexation
of
land
if
the
land
has
a
corn
suitability
rating
21
of
45
or
higher
calculated
using
the
methodology
recognized
by
22
Iowa
state
university
in
2013.
The
bill
requires
a
petition
23
for
involuntary
annexation
to
include
a
statement
that
the
24
proposed
annexation
does
not
violate
the
bill.
The
bill
25
applies
to
applications
or
petitions
for
annexation
filed
on
26
or
after
July
1,
2020.
