1.
Commencing
with
the
fiscal
year
beginning
July
1,
2009,

there
is
annually
appropriated
from
the
general
fund
of
the

state
to
the
authority
one
million
two
hundred
thousand
dollars

for
the
support
of
the
world
food
prize
award.

The
Iowa
state
capitol
is
designated
as
the
primary
8
location
for
the
annual
ceremony
to
award
the
world
food
prize.

Iowa

bank
association

appropriation.

1.
For
the
fiscal
year
beginning
July
1,
2020,
and
for
each
12
subsequent
fiscal
year,
there
is
annually
appropriated
from
the
13
general
fund
of
the
department
four
hundred
thousand
dollars
14
to
be
distributed
to
an
Iowa
food
bank
association
to
relieve
15
situations
of
emergency
experienced
by
families
or
individuals
16
who
reside
in
this
state,
including
low-income
families
17
and
individuals
and
unemployed
families
and
individuals,
18
by
distributing
food
to
those
persons.
The
Iowa
food
bank
19
association
recipient
shall
report
to
the
department
as
20
required
by
the
department.

2.
As
used
in
this
section,
“Iowa
food
bank
association”
22
means
a
private
nonprofit
entity
that
meets
all
of
the
23
following
requirements:
24
a.
The
association
is
organized
under
chapter
504.
25
b.
The
association
qualifies
under
section
501(c)(3)
of
the
26
Internal
Revenue
Code
as
an
organization
exempt
from
federal
27
income
tax
under
section
501(a)
of
the
Internal
Revenue
Code.
28
c.
The
association’s
members
include
food
banks,
or
29
affiliations
of
food
banks,
that
together
serve
all
counties
30
in
this
state.

d.
The
association’s
principal
office
is
located
in
this
32
state.

2020,
is
amended
by
adding
the

For
the
fiscal
year
beginning
July
1,
1
2020,
and
for
each
subsequent
fiscal
year,
there
is
annually

appropriated
from
the
general
fund
of
the
state
to
the
Leopold
3
center
for
sustainable
agriculture,
established
as
part
of
the
4
Iowa
state
university
of
science
and
technology
pursuant
to
5
section
266.39,
four
hundred
thousand
dollars
to
support
the
6
purposes
of
the
center.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
9
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
reduces
the
standing
limited
appropriation
to
the
11
economic
development
authority
to
support
the
world
food
prize
12
from
$1
million
to
$200,000.
The
bill
makes
a
standing
limited
13
appropriation
of
$400,000
to
the
department
of
human
services
14
to
support
an
Iowa
food
bank
association
to
assist
entities
15
providing
food
assistance
to
persons
in
need,
and
$400,000
16
to
the
Leopold
center
for
sustainable
agriculture
which
is
17
established
as
part
of
Iowa
state
university
of
science
and
18
technology.
