H.F. 2225 Section 1. Section 8.57, subsection 6, Code 2020, is amended 1 by adding the following new paragraphs: 2 NEW PARAGRAPH . f. For the fiscal year beginning July 1, 3 2020, any unobligated and unencumbered moneys in the sports 4 wagering receipts fund from the previous fiscal year are 5 appropriated to the rebuild Iowa infrastructure fund created in 6 subsection 5. 7 NEW PARAGRAPH . g. This subsection is repealed June 30, 8 2021. 9 Sec. 2. Section 99E.6, subsection 2, Code 2020, is amended 10 to read as follows: 11 2. The taxes imposed by this section for internet fantasy 12 sports contests authorized under this chapter shall be paid by 13 the internet fantasy sports contest service provider to the 14 treasurer of state as determined by the commission and shall be 15 credited as provided in section 8.57, subsection 6 deposited in 16 the rebuild Iowa infrastructure fund created in section 8.57 . 17 Sec. 3. Section 99F.11, subsection 4, paragraph b, Code 18 2020, is amended to read as follows: 19 b. The taxes imposed by this subsection for sports wagering 20 authorized under this chapter shall be paid by the licensed 21 operator to the treasurer of state as determined by the 22 commission and shall be credited as provided in section 8.57, 23 subsection 6 . distributed as follows: 24 (1) Three hundred thousand dollars of taxes paid is 25 appropriated each fiscal year to the department of public 26 health for purposes of the gambling treatment program 27 established in section 135.150. 28 (2) The remaining amount of taxes paid shall be deposited in 29 the rebuild Iowa infrastructure fund created in section 8.57. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill provides that taxes imposed and collected for 34 internet fantasy sports contests shall be deposited in the 35 -1- LSB 5626YH (3) 88 ec/rn 1/ 2

H.F. 2225 rebuild Iowa infrastructure fund created in Code section 8.57 1 and not the sports wagering receipts fund. 2 The bill also provides that taxes imposed and collected for 3 sports wagering shall not be deposited in the sports wagering 4 receipts fund and instead provides that $300,000 of the taxes 5 imposed and collected is appropriated each fiscal year to the 6 department of public health for the gambling treatment program 7 with the remainder of taxes imposed and collected deposited in 8 the rebuild Iowa infrastructure fund. 9 The bill provides that for the fiscal year beginning July 10 1, 2020, any unobligated and unencumbered moneys in the sports 11 wagering receipts fund from the previous fiscal year shall be 12 appropriated to the rebuild Iowa infrastructure fund.
