Section
1.
Section
257.31,
Code
2020,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
19.
a.
A
school
district
may
apply
to
the
3
committee
for
approval
to
revise
the
school
district’s
reports,
4
data,
or
other
information
the
school
district
certified
5
or
reported
to
the
department
of
education
or
other
state
6
agency
for
any
of
the
three
immediately
preceding
completed
7
school
budget
years,
including
but
not
limited
to
the
school
8
district’s
certified
annual
report,
school
performance
data,
9
the
basic
education
data
survey,
and
enrollment
counts
or
10
supplementary
weighting
data.

b.
Each
application
for
revision
must
state
the
specific
12
item
to
be
revised
as
the
item
appears
in
the
report,
data,
or
13
information,
including
the
school
budget
year
of
such
report,
14
data,
or
information,
the
proposed
revision
to
the
item,
and
15
the
reason
for
the
proposed
revision.

c.
If
the
committee
approves
the
request
for
revision,
the
17
committee
shall
direct
the
school
district
or
the
department
18
of
education,
or
both,
to
make
all
necessary
changes
to
the
19
report,
data,
or
information.
The
committee
shall
give
written
20
notice
of
each
decision,
including
all
approved
changes
and
the
21
reasons
for
each
decision,
to
the
school
district’s
board
of
22
directors
and
to
the
department
of
education.

d.
An
area
education
agency
may
apply
to
the
committee
for
24
approval
to
revise
the
area
education
agency’s
reports,
data,
25
and
information
in
the
same
manner
as
is
provided
for
school
26
districts.

e.
The
committee
shall
annually
submit
a
report
to
the
28
department
of
education
on
or
before
January
1
containing
a
29
summary
of
all
requested
revisions
under
this
section
and
the
30
resulting
decisions
of
the
committee.

EXPLANATION
32
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
33
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
a
school
district
to
apply
to
the
school

or
other
information
certified
or

reported
by
the
school
district
to
the
department
of
education

or
other
state
agency

the
three
immediately

preceding
completed
school
budget
years.
Revisions
to
reports,
5
data,
or
information
under
the
bill
shall
not
result
in
any
6
modification
to
funding
calculations
or
amounts
for
a
prior
7
school
budget
year.
The
bill
establishes
the
requirements
8
for
each
application
for
revision
and
each
decision
of
the
9
committee.
The
bill
authorizes
an
area
education
agency
10
to
apply
to
the
committee
for
approval
to
revise
the
area
11
education
agency’s
reports,
data,
and
information
in
the
same
12
manner
as
is
provided
for
school
districts.
13
The
school
budget
review
committee
is
required
to
annually
14
submit
a
report
to
the
department
of
education
on
or
before
15
January
1
containing
a
summary
of
all
requested
revisions
and
16
the
resulting
decisions
of
the
committee.
