Section
1.
NEW
SECTION
.
80.48
Public
safety
equipment
fund.
1
1.
A
public
safety
equipment
fund
is
created
in
the
state
2
treasury
under
the
control
of
the
department.
The
fund
shall
3
consist
of
moneys
transferred
to
the
fund
pursuant
to
section
4
321.37A
and
any
other
moneys
appropriated
to
or
deposited
5
in
the
fund.
Moneys
in
the
fund
are
appropriated
to
the
6
department
for
the
purchase,
maintenance,
and
replacement
of
7
equipment
used
by
the
department.

2.
Notwithstanding
section
8.33,
moneys
in
the
fund
9
that
remain
unencumbered
or
unobligated
at
the
close
of
a
10
fiscal
year
shall
not
revert
but
shall
remain
available
for
11
expenditure
for
the
purposes
designated.
Notwithstanding
12
section
12C.7,
subsection
2,
interest
or
earnings
on
moneys
in
13
the
fund
shall
be
credited
to
the
fund.

Sec.
2.
Section
321.37,
subsection
1,
Code
2020,
is
amended
15
to
read
as
follows:

1.
Registration
plates
issued
for
a
motor
vehicle
other
17
than
an
autocycle,
motorcycle,
motorized
bicycle,
or
truck
18
tractor
shall
be
attached
to
the
motor
vehicle,
one
in
the
19
front
and
the
other
in
the
rear.
However,
subject
to
the
20
conditions
set
forth
in
section
321.37A,
a
person
may
display
21
a
special
registration
sticker
on
the
motor
vehicle
in
lieu
22
of
attaching
a
front
registration
plate.
The
registration
23
plate
issued
for
an
autocycle,
motorcycle,
or
other
vehicle
24
required
to
be
registered
hereunder
under
this
chapter
shall
be
25
attached
to
the
rear
of
the
vehicle.
The
registration
plate
26
issued
for
a
truck
tractor
shall
be
attached
to
the
front
of
27
the
truck
tractor.
The
special
plate
issued
to
a
dealer
shall
28
be
attached
on
the
rear
of
the
vehicle
when
operated
on
the
29
highways
of
this
state.

3.
NEW
SECTION
.
321.37A
Special
registration
sticker.
31
1.
Upon
application
and
payment
of
a
fee
of
fifty
dollars,
32
the
department
may
issue
a
special
registration
sticker
to
the
33
owner
of
a
motor
vehicle
other
than
an
autocycle,
motorcycle,
34
motorized
bicycle,
truck
tractor,
or
motor
vehicle
operating

under
a
special
plate
issued
to
a
dealer.
The
special
1
registration
sticker
may
be
displayed
on
the
motor
vehicle’s
2
rear
registration
plate.
If
the
special
registration
sticker
3
is
displayed
on
the
rear
registration
plate,
the
motor
vehicle
4
may
be
operated
without
the
front
registration
plate
attached,
5
provided
that
the
front
registration
plate
is
carried
in
the
6
vehicle
at
all
times
when
the
vehicle
is
operated
on
a
public
7
highway
and
is
available
for
inspection
to
any
peace
officer
8
upon
the
officer’s
request.

2.
The
department
shall
adopt
rules
pursuant
to
chapter
17A
10
providing
for
the
placement
of
the
special
registration
sticker
11
on
the
rear
registration
plate.
12
3.
The
fees
collected
by
the
department
under
this
section
13
shall
be
remitted
to
the
treasurer
of
state
for
deposit
in
the
14
public
safety
equipment
fund
created
in
section
80.48
to
be
15
used
for
the
purposes
specified
for
the
fund.

EXPLANATION
17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
the
department
of
transportation
(DOT)
20
to
issue
a
motor
vehicle
special
registration
sticker
that
may
21
be
displayed
on
the
rear
registration
plate
of
certain
motor
22
vehicles.
If
the
special
registration
sticker
is
displayed
23
on
the
rear
registration
plate,
the
motor
vehicle
may
be
24
operated
without
the
front
registration
plate
attached.
The
25
front
registration
plate
must
be
carried
in
the
vehicle
at
all
26
times
when
the
vehicle
is
operated
on
a
public
highway
and
27
must
be
available
for
inspection
to
any
peace
officer
upon
28
the
officer’s
request.
Requirements
for
the
display
of
a
29
rear
registration
plate
and
annual
validation
sticker
are
not
30
altered
by
the
bill.
31
The
fee
for
a
special
registration
sticker
is
$50.
The
32
fees
collected
by
the
DOT
for
special
registration
stickers
33
must
be
remitted
to
the
treasurer
of
state
for
deposit
in
the
34
public
safety
equipment
fund.
The
bill
creates
the
public

equipment
fund
and
appropriates
moneys
in
the
fund

to
the
department
of
public
safety
(DPS)
for
the
purchase,

maintenance,
and
replacement
of
equipment
used
by
DPS.

By
operation
of
law,
a
violation
of
the
provisions
of
the
4
bill
is
punishable
by
a
scheduled
fine
of
$20.
