Section
1.
Section
272.2,
subsection
1,
paragraph
a,
Code
1
2020,
is
amended
to
read
as
follows:

a.
(1)
License
practitioners,
which
includes
the
authority
3
to
establish
criteria
for
the
licenses;
establish
issuance
4
and
renewal
requirements;
create
application
and
renewal
5
forms;
create
licenses
that
authorize
different
instructional
6
functions
or
specialties;
develop
a
code
of
professional
rights
7
and
responsibilities,
practices,
and
ethics,
which
shall,
among
8
other
things,
address
the
failure
of
a
practitioner
to
fulfill
9
contractual
obligations
under
section
279.13
;
and
develop
any
10
other
classifications,
distinctions,
and
procedures
which
may
11
be
necessary
to
exercise
licensing
duties.
In
addressing
the
12
failure
of
a
practitioner
to
fulfill
contractual
obligations,
13
the
board
shall
consider
factors
beyond
the
practitioner’s
14
control.

(2)
Rules
adopted
pursuant
to
this
subsection
shall
provide
16
that
time
spent
engaged
in
professional
development
activities
17
at
an
amusement
park
cannot
be
used
to
meet
license
renewal
18
requirements
unless
the
activities
are
held
in
a
conference
19
facility
or
meeting
room
on
the
amusement
park’s
property.
Any
20
time
spent
at
the
amusement
park
itself,
including
time
spent
21
engaged
in
professional
development
activities,
cannot
be
used
22
to
meet
license
renewal
requirements.

2.
Section
284.6,
subsection
8,
Code
2020,
is
amended
24
to
read
as
follows:

8.
a.
For
each
year
in
which
a
school
district
receives
26
funds
calculated
and
paid
to
school
districts
for
professional
27
development
pursuant
to
section
257.10,
subsection
10
,
or
28
section
257.37A,
subsection
2
,
the
school
district
shall
create
29
quality
professional
development
opportunities.
Not
less
than
30
thirty-six
hours
in
the
school
calendar,
held
outside
of
the
31
minimum
school
day,
shall
be
set
aside
during
nonpreparation
32
time
or
designated
professional
development
time
to
allow
33
practitioners
to
collaborate
with
each
other
to
deliver
34
educational
programs
and
assess
student
learning,
or
to
engage

peer
review
pursuant
to
section
284.8,

The

funds
may
be
used
to
implement
the
professional
development

provisions
of
the
teacher
career
paths
and
leadership
roles

specified
in
section
284.15

not
limited

providing
professional
development
to
teachers,
including
5
additional
salaries
for
time
beyond
the
normal
negotiated
6
agreement;
activities
and
pay
to
support
a
beginning
teacher
7
mentoring
and
induction
program
that
meets
the
requirements
8
of
section
284.5
;
pay
for
substitute
teachers,
professional
9
development
materials,
speakers,
and
professional
development
10
content;
textbooks
and
curriculum
materials
used
for
classroom
11
purposes
if
such
textbooks
and
curriculum
materials
include
12
professional
development;
administering
assessments
pursuant
to
13
section
256.7,
subsection
21
,
paragraph
“b”
,
subparagraphs
(1)
14
and
(2),
if
such
assessments
include
professional
development;
15
and
costs
associated
with
implementing
the
individual
16
professional
development
plans.
The
use
of
the
funds
shall
17
be
balanced
between
school
district,
attendance
center,
18
and
individual
professional
development
plans,
making
every
19
reasonable
effort
to
provide
equal
access
to
all
teachers.

b.
Funds
calculated
and
paid
to
school
districts
for
21
professional
development
pursuant
to
section
257.10,
subsection
22
10,
or
section
257.37A,
subsection
2,
shall
not
be
used
to
23
provide
professional
development
activities
at
an
amusement
24
park
unless
the
activities
are
held
in
a
conference
facility
25
or
meeting
room
on
the
amusement
park’s
property.
Such
funds

shall
not
be
used
for
time
spent
at
the
amusement
park
itself,

including
time
spent
engaged
in
professional
development

activities.

agreement

This
bill
provides
that
state
moneys
calculated
and
paid
to

school
districts
for
professional
development
activities
cannot

be
used
for
such
activities
at
an
amusement
park
itself
and

that

of

examiners’
rules
must

provide
that
time
spent
engaged
in
professional
development

activities
at
an

park

a

facility
or
meeting
room
on
amusement
park
5
property,
state
moneys
can
be
used
for
the
activities
and
the
