256.7,
subsection
26,

Code
2020,
is
amended
to
read
as
2
follows:

Adopt
rules
that
establish
a
core
curriculum
and
high
school
4
graduation
requirements
for
all
students
in
school
districts
5
and
accredited
nonpublic
schools
that
include
at
a
minimum
6
satisfactory
completion
of
four
years
of
English
and
language
7
arts,
three
years
of
mathematics,
three
years
of
science,
and
8
three
years
of
social
studies.
The
state
board
shall
not
9
adopt,
and
the
department
shall
not
authorize
or
require,
10
statewide
core
social
studies
standards
for
kindergarten
11
through
grade
twelve.
This
prohibition
shall
not
be
construed
12
to
limit
the
state
board’s
or
the
department’s
authority
13
relating
to
the
accreditation
of
school
districts
and
nonpublic
14
schools
under
section
256.11.

Section
256.7,
subsection
26,
paragraph
a,

subparagraph
(3),
Code
2020,
is
amended
to
read
as
follows:

(3)
The
rules
establishing
a
core
curriculum
shall
address
18
the
core
content
standards
in
subsection
28
and
the
skills
and
19
knowledge
students
need
to
be
successful
in
the
twenty-first
20
century.
The
core
curriculum
shall
include
social
studies
and
21
twenty-first
century
learning
skills
which
include
,
including
22
but
are
not
limited
to
civic
literacy,
health
literacy,
23
technology
literacy,
financial
literacy,
family
life
and
24
consumer
sciences,
and
employability
skills;
and
shall
address
25
the
curricular
needs
of
students
in
kindergarten
through
grade
26
twelve
in
those
areas.
The
state
board
shall
further
define
27
the
twenty-first
century
learning
skills
components
by
rule.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
30
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
prohibits
the
state
board
of
education
from
32
adopting,
and
the
department
of
education
from
authorizing
33
or
requiring,
statewide
core
social
studies
standards
for
34
kindergarten
through
grade
12.
