H.F. 2058 Section 1. IOWA CODE TEN-YEAR REPEAL —— LEGISLATIVE REVIEW 1 AND REENACTMENT. 2 1. The following titles of the Iowa Code are repealed as of 3 the following dates: 4 a. Titles I and II, July 1, 2022. 5 b. Titles III and IV, July 1, 2023. 6 c. Titles V and XI, July 1, 2024. 7 d. Title VI, July 1, 2025. 8 e. Title VII, July 1, 2026. 9 f. Title VIII, July 1, 2027. 10 g. Title IX, July 1, 2028. 11 h. Title X, July 1, 2029. 12 i. Titles XII and XIII, July 1, 2030. 13 j. Titles XIV, XV, and XVI, July 1, 2031. 14 2. During the fiscal year prior to the repeal of a title of 15 the Iowa Code pursuant to subsection 1, the general assembly 16 shall, pursuant to procedures established by the legislative 17 council, review the title to determine any amendments that may 18 be necessary or appropriate. Such review may include a review 19 of any uncodified provisions enacted by the general assembly 20 that pertain to a title subject to such review. 21 3. The general assembly may, by enactment of one or more 22 bills, reenact any title of the Iowa Code repealed or scheduled 23 to be repealed pursuant to subsection 1, in whole or in part, 24 with any amendments the general assembly may find necessary or 25 appropriate after review pursuant to subsection 2. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill provides for the repeal of titles of the Code over 30 a 10-year period beginning July 1, 2022. 31 The bill directs the general assembly, pursuant to 32 procedures established by the legislative council, to review a 33 title during the fiscal year prior to its repeal to determine 34 any amendments that may be necessary or appropriate. 35 -1- LSB 5454YH (2) 88 je/rn 1/ 2
