Section
285.8,
subsection
4,
Code
2020,
is

amended
to
read
as
follows:

4.
Inspect
or
cause
to
be
inspected
all
vehicles
used
3
as
school
buses
to
transport
school
children
to
determine
4
if
such
vehicles
meet
all
legal
and
established
standards
5
of
construction
and
can
be
operated
with
safety,
comfort,
6
and
economy.
When
it
is
determined
that
further
use
of
such
7
vehicles
is
dangerous
to
the
pupils
transported
and
to
the
8
safety
and
welfare
of
the
traveling
public,
the
department
of
9
education
shall
order
such
vehicle
to
be
withdrawn
from
further
10
use
on
a
specified
date.
School
buses
which
do
not
conform
to
11
the
requirements
of
the
department
of
education
may
be
issued
a
12
temporary
certificate
of
operation
provided
that
such
school
13
buses
can
be
operated
with
safety,
and
provided
further
that
no
14
such
certificate
shall
be
issued
for
a
period
in
excess
of
one
15
year.
All
equipment
can
be
required
to
be
altered,
or
safety
16
equipment
added
in
order
to
make
vehicles
reasonably
safe
for
17
operation.
New
buses
after
initial
inspection
and
approval
,
18
or
that
are
exempt
from
pre-use
inspection
pursuant
to
section
19
321.374,
subsection
2,
shall
be
issued
a
seal
of
inspection.

After
each
annual
inspection
a
seal
of
inspection
and
approval
21
shall
be
issued.
Said
seals
shall
be
mounted
on
the
lower
22
right
hand
corner
of
the
windshield.

2020,
is
amended
to
read
as

No
Except
as
provided
in
subsection
2,
a
vehicle

shall
not
be
put
into
service
as
a
school
bus
until
it
is
28
given
an
original
inspection
to
determine
if
it
meets
all

legal
and
established
uniform
standards
of
construction
for
30
the
protection
of
the
health
and
safety
of
children
to
be
31
transported.
Vehicles
which
that
are
approved
or
which
meet
32
the
requirements
of
subsection
2
shall
be
issued
a
seal
of
33
approval
by
the
director
of
the
department
of
education.

All
vehicles
used
as
school
buses
shall
be
given
a
safety

inspection
at
least
once
a
year.
Buses
passing
the
inspection
1
shall
be
issued
an
inspection
seal
of
approval
by
the

director
of
the
department
of
education.
The
seal
of
original

inspection
and
the
annual
seal
of
inspection
shall
be
affixed
4
to
the
lower
right
hand
corner
of
the
windshield.

a
“dealer”
,
as
defined
in
section
321.1,
sells
a
6
new
vehicle
to
be
used
as
a
school
bus
to
a
school
or
school
7
district
and
provides
to
the
school
or
school
district
an
8
affidavit
certifying
that
the
new
vehicle
complies
with
the
9
minimum
requirements
of
section
321.373,
the
new
vehicle
is
10
exempt
from
pre-use
inspection
requirements
conducted
under
11
rules
adopted
by
the
state
board
of
education
in
accordance
12
with
section
285.8
or
this
subsection.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
exempts
a
new
vehicle
that
is
sold
to
be
used
17
as
a
school
bus
from
pre-use
inspections
conducted
under
18
Code
section
321.374
and
rules
adopted
by
the
state
board
of
19
education
if
the
dealer
who
sells
the
new
vehicle
provides
20
to
the
school
or
school
district
purchasing
the
vehicle
an
21
affidavit
certifying
that
the
new
vehicle
complies
with
minimum
22
safety
standards
and
requirements
set
forth
under
Code
section
23
321.373.
