Section
1.
ABORTION
VICTIMS
——
CAPITOL
COMPLEX
MONUMENT.
1
1.
The
department
of
administrative
services,
in
2
consultation
with
the
capitol
planning
commission,
shall
3
authorize
the
placement
of
an
abortion
victims
monument
on
the
4
capitol
complex
grounds
subject
to
the
requirements
of
this
5
section.
6
2.
The
department
of
administrative
services
shall
7
solicit
and
approve
an
application
for
the
construction
of
an
8
abortion
victims
monument
as
an
Iowa
state
capitol
complex
9
site
feature.
An
application
for
the
construction
of
the
10
monument
shall
specify
the
design
concept
for
the
monument,
11
provide
an
estimated
total
cost
for
the
site
feature,
identify
12
planned
sources
of
funding,
provide
a
proposed
timeline
for
the
13
project,
and
such
other
information
as
the
department
requires.
14
If
more
than
one
application
is
submitted,
the
department,
15
in
consultation
with
the
capitol
planning
commission,
shall
16
approve
the
application
that
can
best
meet
the
requirements
17
for
construction
and
maintenance
of
the
site
feature.
No
18
governmental
funds
shall
be
used
to
plan,
erect,
or
maintain
19
the
monument.

EXPLANATION
21
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
administrative
24
services,
in
consultation
with
the
capitol
planning
commission,
25
to
authorize
the
placement
of
an
abortion
victims
monument
on
26
the
capitol
complex
grounds.
The
bill
requires
the
department
27
to
solicit,
and
approve,
an
application
for
the
monument.
28
If
more
than
one
application
is
submitted,
the
department,
29
in
consultation
with
the
capitol
planning
commission,
shall
30
approve
the
application
that
can
best
meet
the
requirements
31
for
construction
and
maintenance
of
the
monument.
The
bill
32
provides
that
no
governmental
funds
shall
be
used
to
plan,
33
erect,
or
maintain
the
monument.
