Section
1.
Section
331.905,
subsections
1
and
2,
Code
2019,
1
are
amended
by
striking
the
subsections
and
inserting
in
lieu
2
thereof
the
following:

1.
There
is
created
in
each
county
a
county
compensation
4
board
that
shall
be
composed
of
five
members
who
are
residents
5
of
the
county.
The
members
of
the
county
compensation
board
6
shall
be
selected
as
follows:
7
a.
The
board
of
township
trustees
of
each
township
and
the
8
city
council
of
each
city
located
in
a
county
shall
by
lot
9
select
one
of
the
trustees
or
council
members
from
the
board
or
10
council,
respectively,
to
serve
as
a
delegate
to
a
temporary
11
compensation
board
appointing
commission,
created
by
resolution
12
of
the
board
of
supervisors.
The
temporary
compensation
board
13
appointing
commission
shall
meet
at
a
time
and
place
specified
14
in
the
resolution.

b.
The
members
of
the
temporary
compensation
board
16
appointing
commission
shall
appoint
five
of
their
number
to
17
serve
on
the
county
compensation
board.

2.
The
members
of
the
county
compensation
board
shall
be
19
appointed
to
four-year,
staggered
terms
of
office.
The
members
20
of
the
county
compensation
board
shall
not
be
employees
of
the
21
state
or
a
political
subdivision
of
the
state.
A
term
shall
be
22
effective
on
the
first
of
July
of
the
year
of
appointment
and
23
a
vacancy
shall
be
filled
for
the
unexpired
term
in
the
same
24
manner
as
the
original
appointment.

2.
Section
331.321,
subsection
1,
paragraph
l,
Code

2019,
is
amended
by
striking
the
paragraph.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
composition
of
a
county
31
compensation
board
by
requiring
that
members
of
the
board
32
be
appointed
by
a
temporary
compensation
board
appointing
33
commission.
Under
the
bill,
each
board
of
township
trustees
34
and
each
city
council
located
in
a
county
are
required
to

appoint
one
of
the
members
of
their
respective
governing
bodies
1
to
serve
on
the
commission.
The
commission
is
required
to

appoint
five
members
of
the
commission
to
serve
on
the
county

compensation
board.

Current
law
also
prohibits
an
officer
or
employee
of
the
5
state
or
a
political
subdivision
of
the
state
from
serving
on
a
6
county
compensation
board.
The
bill
removes
the
prohibition
7
on
officers.
