House Concurrent Resolution 6 - Introduced HOUSE CONCURRENT RESOLUTION NO. 6 BY SHIPLEY A Concurrent Resolution opposing barriers to conducting 1 research on the use of cannabis to treat medical 2 conditions and illnesses. 3 WHEREAS, citizens across the country are using 4 cannabis to treat a variety of medical conditions and 5 illnesses, and it is becoming increasingly accessible, 6 despite the dearth of scientific research that exists 7 on its efficacy overall, and its efficacy as impacted 8 by dosage amounts, drug interactions, drug composition, 9 and drug side effects; and 10 WHEREAS, federal statutory and regulatory barriers 11 have prevented thorough research on the use of cannabis 12 to treat medical conditions and illnesses, and these 13 barriers have undermined the ability of states to 14 obtain clear, well-researched scientific evidence 15 relevant to use of cannabis for medical purposes; and 16 WHEREAS, it is time for the federal government to 17 recognize the serious public policy risks borne from 18 lack of medical, public health, and pharmaceutical 19 research into cannabis and its use for medical 20 purposes; and 21 WHEREAS, the federal government has a duty to 22 protect its citizens by promoting research on the 23 medicinal value, if any, of cannabis to treat a variety 24 of medical conditions and illnesses; and 25 WHEREAS, it is the solemn duty of the states to 26 protect the health and well-being of all people and to 27 propose statutory and regulatory actions to accomplish 28 -1- LSB 1614HH (4) 88 ss/rn 1/ 2
H.C.R. 6 that end; NOW THEREFORE, 1 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 SENATE CONCURRING, That the General Assembly of the 3 State of Iowa hereby urges the United States Congress 4 to take immediate steps to promote and actively 5 pursue scientific research and testing into the use of 6 cannabis to treat medical conditions and illnesses by 7 removing the federal statutory and regulatory barriers 8 that prevent these scientific endeavors; and 9 BE IT FURTHER RESOLVED, That copies of this 10 Resolution be sent to the President of the United 11 States, the President of the United States Senate, the 12 Speaker of the United States House of Representatives, 13 and to each member of Iowa’s congressional delegation. 14 -2- LSB 1614HH (4) 88 ss/rn 2/ 2
