H.F. _____ grants account for the fiscal year beginning July 1, 2019, and 1 ending June 30, 2020, not more than $265,950 is allocated for 2 the early childhood Iowa office and other technical assistance 3 activities. Moneys allocated under this lettered paragraph 4 may be used by the early childhood Iowa state board for the 5 purpose of skills development and support for ongoing training 6 of staff. However, except as otherwise provided in this 7 subsection, moneys shall not be used for additional staff or 8 for the reimbursement of staff. 9 b. Of the amount appropriated in this subsection for 10 deposit in the school ready children grants account of the 11 early childhood Iowa fund, $2,318,018 shall be used for efforts 12 to improve the quality of early care, health, and education 13 programs. Moneys allocated pursuant to this paragraph may be 14 used for additional staff and for the reimbursement of staff. 15 The early childhood Iowa state board may reserve a portion 16 of the allocation, not to exceed $88,650 for the technical 17 assistance expenses of the early childhood Iowa state office, 18 including the reimbursement of staff, and shall distribute 19 the remainder to early childhood Iowa areas for local quality 20 improvement efforts through a methodology identified by the 21 early childhood Iowa state board to make the most productive 22 use of the funding, which may include use of the distribution 23 formula, grants, or other means. 24 c. Of the amount appropriated in this subsection for 25 deposit in the school ready children grants account of 26 the early childhood Iowa fund, $825,030 shall be used for 27 support of professional development and training activities 28 for persons working in early care, health, and education by 29 the early childhood Iowa state board in collaboration with 30 the professional development component groups maintained by 31 the early childhood Iowa stakeholders alliance pursuant to 32 section 256I.12, subsection 7, paragraph “b”, and the early 33 childhood Iowa area boards. Expenditures shall be limited to 34 professional development and training activities agreed upon by 35 -6- LSB 1003HC (2) 88 kh/tm 6/ 34

The moneys appropriated in this subsection shall be 17 used for implementation and expansion of early head start 18 pilot projects addressing the comprehensive cognitive, social, 19 emotional, and developmental needs of children from birth to 20 age three, including prenatal support for qualified families. 21 The projects shall promote healthy prenatal outcomes and 22 healthy family functioning, and strengthen the development of 23 infants and toddlers in low-income families. Priority shall be 24 given to those organizations that have previously qualified for 25 and received state funding to administer an early head start 26 project. 27 11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS 28 a. The department may charge school districts and accredited 1 nonpublic schools a fee for the system not to exceed the actual 2 costs to purchase a statewide license for the early warning 3 assessment minus the moneys received by the department under 4 this subsection. The fee shall be determined by dividing the 5 actual remaining costs to purchase the statewide license for 6 the school year by the number of pupils assessed under the 7 system in the current fiscal year. School districts may use 8 moneys received pursuant to section 257.10, subsection 11, and 9 moneys received for purposes of implementing section 279.68, 10 subsection 2, to pay the early warning assessment system fee. 11 21. IOWA READING RESEARCH CENTER 12 a. For 8 the fiscal year beginning July 1, 2019, and ending June 30, 9 2020, the state board of regents may use notes, bonds, or 10 other evidences of indebtedness issued under section 262.48 to 11 finance projects that will result in energy cost savings in an 12 amount that will cause the state board to recover the cost of 13 the projects within an average of six years. 14 Sec. 12. PRESCRIPTION DRUG COSTS. Notwithstanding section 15 270.7, the department of administrative services shall pay 16 the state school for the deaf and the Iowa braille and sight 17 saving school the moneys collected from the counties during the 18 fiscal year beginning July 1, 2019, for expenses relating to 19 prescription drug costs for students attending the state school 20 for the deaf and the Iowa braille and sight saving school. 21 Sec. 13. Section 257.35, Code 2019, is amended by adding the 22 following new subsection: 23 NEW SUBSECTION . 13A. Notwithstanding subsection 1, and in 24 addition to the reduction applicable pursuant to subsection 25 2, the state aid for area education agencies and the portion 26 of the combined district cost calculated for these agencies 27 for the fiscal year beginning July 1, 2019, and ending June 28 30, 2020, shall be reduced by the department of management by 29 fifteen million dollars. The reduction for each area education 30 agency shall be prorated based on the reduction that the agency 31 received in the fiscal year beginning July 1, 2003. 32 Sec. 14. Section 261.25, subsections 1 and 2, Code 2019, are 33 amended to read as follows: 34 1. There is appropriated from the general fund of the state 35 -20- LSB 1003HC (2) 88 kh/tm 20/ 34

Of the moneys appropriated under this 10 subsection , not more than eighty thousand dollars annually 11 shall be used for tuition grants to qualified students who 12 are attending an eligible institution under section 261.9, 13 subsection 3 , paragraph “b” . 14 Sec. 15. Section 261.86, subsection 1, unnumbered paragraph 15 1, Code 2019, is amended to read as follows: 16 A national guard educational assistance program service 17 scholarship is established to be administered by the college 18 student aid commission for members of the Iowa national guard 19 who are enrolled as undergraduate students in a community 20 college, an institution of higher learning under the state 21 board of regents, or an accredited private institution. The 22 college student aid commission shall adopt rules pursuant 23 to chapter 17A to administer this section . An individual 24 is eligible for the national guard educational assistance 25 service scholarship program if the individual meets all of the 26 following conditions: 27 Sec. 16. Section 261.86, subsection 1, paragraph a, Code 28 2019, is amended to read as follows: 29 a. Is a resident of the state and a member of an Iowa 30 army or air national guard unit while receiving educational 31 assistance scholarship award payments issued pursuant to this 32 section . 33 Sec. 17. Educational assistance Scholarship awards paid pursuant 1 to this section shall not exceed the resident tuition rate 2 established for institutions of higher learning under 3 the control of the state board of regents. If the amount 4 appropriated in a fiscal year for purposes of this section is 5 insufficient to provide educational assistance scholarships 6 to all national guard members who apply for the program and 7 who are determined by the adjutant general to be eligible 8 for the program, the adjutant general shall, in coordination 9 with the commission, determine the distribution of educational 10 assistance scholarships . However, educational assistance 11 scholarship awards paid pursuant to this section shall not 12 be less than fifty percent of the resident tuition rate 13 established for institutions of higher learning under the 14 control of the state board of regents or fifty percent of 15 the tuition rate at the institution attended by the national 16 guard member, whichever is lower. Neither eligibility nor 17 educational assistance scholarship award determinations shall 18 be based upon a national guard member’s unit, the location at 19 which drills are attended, or whether the eligible individual 20 is a member of the Iowa army or air national guard. 21 3. a. (1) An Except as provided in subparagraph (2), an 22 eligible member of the national guard, attending an institution 23 as provided in subsection 1 , paragraph “d” , shall not receive 24 educational assistance scholarship awards under this section 25 for more than one hundred twenty semester, or the equivalent, 26 credit hours of undergraduate study. 27 (2) An eligible member of the national guard, attending an 28 institution as provided in subsection 1, paragraph “d” , who is 29 enrolled in a program of education leading to a postsecondary 30 degree that meets the eligibility requirements for the federal 31 Edith Nourse Rogers STEM scholarship established under 38 32 U.S.C. §3320, shall not receive scholarship awards issued under 33 this section for more than one hundred thirty semester, or the 34 equivalent, credit hours of undergraduate study. 35 -22- LSB 1003HC (2) 88 kh/tm 22/ 34
H.F. _____ (3) A national guard member who has met the educational 1 requirements for a baccalaureate degree is ineligible for 2 educational assistance a scholarship award under this section . 3 b. A member of the national guard who received educational 4 assistance under this section prior to July 1, 2015, shall 5 be deemed to have received educational assistance for the 6 following number of credit hours for educational assistance 7 received before that date: 8 (1) For each semester that the member received educational 9 assistance while attending an institution as a full-time 10 student, twelve credit hours. 11 (2) For each semester that the member received educational 12 assistance while attending an institution as a part-time 13 student, six credit hours. 14 (3) For each trimester or quarter that the member received 15 educational assistance while attending an institution as a 16 full-time or part-time student, the number of credit hours that 17 are determined to be the semester equivalent by the college 18 student aid commission. 19 4. The eligibility of applicants and scholarship award 20 amounts of educational assistance to be paid shall be 21 certified by the adjutant general of Iowa to the college 22 student aid commission, and all amounts that are or become 23 due to a community college, accredited private institution, 24 or institution of higher learning under the control of the 25 state board of regents under this section shall be paid to the 26 college or institution by the college student aid commission 27 upon receipt of certification by the president or governing 28 board of the educational institution as to accuracy of charges 29 made, and as to the attendance and academic progress of the 30 individual at the educational institution. The college student 31 aid commission shall maintain an annual record of the number of 32 participants and the dollar value of the educational assistance 33 provided awards issued . 34 5. For purposes of this section , unless otherwise required, 35 -23- LSB 1003HC (2) 88 kh/tm 23/ 34
H.F. _____ “educational assistance” means the same as Scholarships awarded 1 under this section may be used by the recipient for the 2 recipient’s “cost of attendance” as defined in Tit. IV, pt. B, 3 of the federal Higher Education Act of 1965 as amended. 4 Sec. 18. Section 284.13, subsection 1, paragraphs a, b, c, 5 e, f, and g, Code 2019, are amended to read as follows: 6 a. For the fiscal year beginning July 1, 2018 2019 , and 7 ending June 30, 2019 2020 , to the department, the amount of 8 five hundred eight thousand two hundred fifty dollars for the 9 issuance of national board certification awards in accordance 10 with section 256.44 . Of the amount allocated under this 11 paragraph, not less than eighty-five thousand dollars shall 12 be used to administer the ambassador to education position in 13 accordance with section 256.45 . 14 b. For the fiscal year beginning July 1, 2018 2019 , and 15 ending June 30, 2019 2020 , up to seven hundred twenty-eight 16 thousand two hundred sixteen dollars to the department for 17 purposes of implementing the professional development program 18 requirements of section 284.6 , assistance in developing model 19 evidence for teacher quality committees established pursuant to 20 section 284.4, subsection 1 , paragraph “b” , and the evaluator 21 training program in section 284.10 . A portion of the funds 22 allocated to the department for purposes of this paragraph may 23 be used by the department for administrative purposes and for 24 not more than four full-time equivalent positions. 25 c. For the fiscal year beginning July 1, 2018 2019 , 26 and ending June 30, 2019 2020 , an amount up to one million 27 seventy-seven thousand eight hundred ten dollars to the 28 department for the establishment of teacher development 29 academies in accordance with section 284.6, subsection 10 . A 30 portion of the funds allocated to the department for purposes 31 of this paragraph may be used for administrative purposes. 32 e. For the fiscal year beginning July 1, 2018 2019 , and 33 ending June 30, 2019 2020 , to the department an amount up to 34 twenty-five thousand dollars for purposes of the fine arts 35 -24- LSB 1003HC (2) 88 kh/tm 24/ 34
H.F. _____ beginning teacher mentoring program established under section 1 256.34 . 2 f. For the fiscal year beginning July 1, 2018 2019 , and 3 ending June 30, 2019 2020 , to the department an amount up 4 to six hundred twenty-six thousand one hundred ninety-one 5 dollars shall be used by the department for a delivery system, 6 in collaboration with area education agencies, to assist in 7 implementing the career paths and leadership roles considered 8 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 9 not limited to planning grants to school districts and area 10 education agencies, technical assistance for the department, 11 technical assistance for districts and area education agencies, 12 training and staff development, and the contracting of external 13 expertise and services. In using moneys allocated for purposes 14 of this paragraph, the department shall give priority to school 15 districts with certified enrollments of fewer than six hundred 16 students. A portion of the moneys allocated annually to the 17 department for purposes of this paragraph may be used by the 18 department for administrative purposes and for not more than 19 five full-time equivalent positions. 20 g. For the fiscal year beginning July 1, 2019 2020 , and 21 for each subsequent fiscal year, to the department, ten 22 million dollars for purposes of implementing the supplemental 23 assistance for high-need schools provisions of section 284.11 . 24 Annually, of the moneys allocated to the department for 25 purposes of this paragraph, up to one hundred thousand dollars 26 may be used by the department for administrative purposes and 27 for not more than one full-time equivalent position. 28 Sec. 19. EFFECTIVE DATE. The following, being deemed of 29 immediate importance, takes effect upon enactment: 30 1. Notwithstanding section 8.33, moneys appropriated 25 in this section of this Act that remain unencumbered or 26 unobligated at the close of the fiscal year shall not revert 27 but shall remain available for expenditure for the purposes 28 designated until the close of the succeeding fiscal year. 29 Sec. 21. IOWA INDUSTRIAL NEW JOBS TRAINING ACT —— FY 30 2018-2019 DEFINITIONS. Notwithstanding section 260E.2, for 31 the fiscal year beginning July 1, 2018, and ending June 30, 32 2019, “new job” includes a new, existing, or recalled job 33 in an industry which, for purposes of this section, means 34 a business existing on the effective date of this section 35 -28- LSB 1003HC (2) 88 kh/tm 28/ 34
H.F. _____ and located in a county with a population between 40,500 and 1 41,000, as determined by the 2010 federal decennial census, 2 that was declared a disaster area by the governor following a 3 weather-related natural disaster which impacted the county on 4 or about July 19, 2018. 5 Sec. 22. Section 260I.2, subsection 2, paragraph c, Code 6 2019, is amended to read as follows: 7 c. Moneys Except as provided in section 260I.10, subsection 8 4, moneys in the fund shall be allocated pursuant to the 9 formula established in section 260C.18C . Notwithstanding 10 section 8.33 , moneys in the fund at the close of the fiscal 11 year shall not revert to the general fund of the state but 12 shall remain available for expenditure for the purpose 13 designated for subsequent fiscal years. Notwithstanding 14 section 12C.7, subsection 2 , interest or earnings on moneys in 15 the fund shall be credited to the fund. 16 Sec. 23. Section 260I.3, subsection 1, Code 2019, is amended 17 to read as follows: 18 1. The department state board of education, in consultation 19 with the economic development authority, shall adopt rules 20 pursuant to this chapter 17A defining eligibility criteria 21 for persons applying to receive tuition assistance under this 22 chapter . 23 Sec. 24. Section 260I.3, subsection 2, paragraph a, Code 24 2019, is amended to read as follows: 25 a. The applicant’s family income for the six three months 26 prior to the date of application or documentation of a 27 life-changing event . 28 Sec. 25. Section 260I.3, Code 2019, is amended by adding the 29 following new subsection: 30 NEW SUBSECTION . 6. The community college receiving the 31 application may limit an applicant to one eligible certificate 32 program or to eligible programs within one career pathway, 33 based on the funding available to the community college for 34 purposes of this program. 35 -29- LSB 1003HC (2) 88 kh/tm 29/ 34
H.F. _____ Sec. 26. Section 260I.4, subsection 4, Code 2019, is amended 1 by striking the subsection. 2 Sec. 27. Section 260I.7, Code 2019, is amended to read as 3 follows: 4 260I.7 Initial assessment. 5 An applicant for tuition assistance under this chapter shall 6 complete an initial assessment administered by the community 7 college receiving the application to determine the applicant’s 8 readiness to complete an eligible certificate program. The 9 assessment shall include assessments for completion of a 10 national career readiness certificate, including the areas of 11 reading for information, applied and mathematics , and locating 12 information . An applicant shall complete any additional 13 assessments and occupational research required by an eligible 14 certificate program. 15 Sec. 28. Section 260I.10, Code 2019, is amended by adding 16 the following new subsection: 17 NEW SUBSECTION . 4. The department of education, in 18 coordination with the community colleges, may adjust the 19 allocations generated pursuant to section 260I, subsection 2, 20 paragraph “c” , to ensure efficient delivery of services. 21 Sec. 29. Section 260I.11, Code 2019, is amended to read as 22 follows: 23 260I.11 Rules. 24 The department of state board of education, in consultation 25 with the economic development authority and the community 26 colleges, shall adopt rules pursuant to chapter 17A and this 27 chapter to implement the provisions of this chapter . 28 Sec. 30. EFFECTIVE DATE. H.F. _____ the explanation’s substance by the members of the general assembly. 1 This bill appropriates moneys for fiscal year 2019-2020 from 2 the general fund of the state and other funds to the college 3 student aid commission, the department for the blind, the 4 department of education, and the state board of regents and its 5 institutions. The bill is organized by divisions. 6 DIVISION I —— FY 2019-2020. The bill appropriates to the 7 department for the blind for its administration. 8 The bill includes appropriations to the college student aid 9 commission for general administrative purposes, administration 10 of the future ready Iowa grant and scholarship programs, the 11 health care professional recruitment program, the national 12 guard educational assistance program, the all Iowa opportunity 13 scholarship program, the teach Iowa scholar program, the rural 14 Iowa primary care loan repayment program, the health care loan 15 repayment program, the future ready Iowa skilled workforce 16 last-dollar scholarship program, and the future ready Iowa 17 skilled workforce grant program. The standing appropriations 18 for Iowa tuition grants for students attending accredited 19 private institutions are increased. 20 The statutory provision establishing the national guard 21 educational assistance program is renamed the national guard 22 service scholarship program, and scholarship recipients who 23 are enrolled in a postsecondary degree program that meets the 24 eligibility requirements for the federal Edith Nourse Rogers 25 STEM scholarship established under 38 U.S.C. §3320, can exceed 26 the 120 semester hour limitation for scholarship awards. 27 The bill appropriates moneys to the department of education 28 for purposes of the department’s general administration, 29 career and technical education (CTE) administration, division 30 of vocational rehabilitation services including independent 31 living programs, the entrepreneurs with disabilities program, 32 and independent living centers, state library for general 33 administration and the enrich Iowa program, public broadcasting 34 division, career and technical education reimbursement for 35 -31- LSB 1003HC (2) 88 kh/tm 31/ 34
H.F. _____ expenditures made by CTE regional planning partnerships, school 1 food service, early childhood Iowa fund, expansion of the 2 federal Individuals with Disabilities Education Improvement 3 Act birth through age three services, early head start 4 projects, textbooks for nonpublic school pupils, the student 5 achievement and teacher quality program, statewide student 6 assessment, statewide clearinghouse to expand work-based 7 learning, postsecondary summer classes for high school students 8 program, jobs for America’s graduates specialists, attendance 9 center performance/general internet site and data system 10 support, the online state job posting system, successful 11 progression for early readers, an early warning system for 12 literacy, the Iowa reading research center, computer science 13 professional development incentive fund, the Iowa learning 14 online initiative, children’s mental health school-based 15 training and support, distribution to the midwestern higher 16 education compact to pay Iowa’s member state annual obligation, 17 and community colleges. 18 The division provides that moneys appropriated for the 19 postsecondary summer classes for high school program for FY 20 2018-2019 and FY 2019-2020 shall carry over for expenditure for 21 the same purpose in the following fiscal year. The bill also 22 provides a supplemental appropriation to moneys appropriated 23 for purposes of the public broadcasting division for FY 24 2018-2019. These provisions take effect upon enactment. 25 For the 2019-2020 fiscal year, the bill reduces the standing 26 appropriations for at-risk children under Code section 279.51, 27 for payment of claims for nonpublic school transportation, and 28 for instructional support state aid. The bill also reduces 29 state aid for area education agencies and the portion of the 30 combined district costs calculated for these agencies by $15 31 million. 32 The bill appropriates moneys to the state board of regents 33 for the board office, universities’ general operating 34 budgets; the western Iowa regents resource center and the 35 -32- LSB 1003HC (2) 88 kh/tm 32/ 34
H.F. _____ quad-cities graduate studies center; Iowa public radio; the 1 state university of Iowa; Iowa state university of science 2 and technology; the university of northern Iowa; and for the 3 Iowa school for the deaf and the Iowa braille and sight saving 4 school. 5 DIVISION II —— WORKFORCE TRAINING PROGRAMS —— APPROPRIATIONS 6 FY 2019-2020. The bill appropriates moneys from the Iowa 7 skilled worker and job creation fund to the department of 8 education and the college student aid commission. 9 The bill also modifies the definition of “new job” for 10 purposes of the Iowa industrial new jobs training Act, to 11 provide that, for FY 2018-2019, the term includes a new, 12 existing, or recalled job in an industry which for purposes of 13 the provision means an existing business located in a county 14 with a population between 40,500 and 41,000, as determined by 15 the 2010 federal decennial census, that was declared a disaster 16 area by the governor following a weather-related natural 17 disaster which impacted the county on or about July 19, 2018. 18 The provision takes effect upon enactment. 19 The gap tuition assistance Act, established under Code 20 chapter 260I, is amended to provide that a criterion for 21 assessing financial need shall be based on the applicant’s 22 family income for the three months prior to the date of 23 application or documentation of a life-changing event. 24 Currently, the criterion is based on the applicant’s family 25 income for the six months prior to the application date. 26 Under the bill, the community college receiving the 27 application may limit an applicant to one eligible certificate 28 program or to eligible programs within one career pathway, 29 based on the funding available to the community college for 30 purposes of this program. However, a provision making a person 31 ineligible to receive tuition assistance for more than one 32 eligible certificate program is stricken. 33 The requirement that an initial assessment include 34 assessments for completion of a national career readiness 35 -33- LSB 1003HC (2) 88 kh/tm 33/ 34
H.F. _____ certificate, including applied mathematics and locating 1 information is stricken, though the bill requires that the 2 assessment include areas of reading and mathematics. 3 Currently, moneys in the gap tuition assistance fund must 4 be allocated according to a formula established in Code, but 5 under the bill the department of education, in coordination 6 with the community colleges, may adjust the allocations to 7 ensure efficient delivery of services. A requirement that 8 the department adopt rules in consultation with the economic 9 development authority and the community colleges is modified 10 to eliminate consultation with the authority.
