Section
260C.14,
Code
2018,
is
amended
by
adding
1
the
following
new
subsection:

SUBSECTION
.
25.
Identify
in
each
course
catalog
3
published
by
the
community
college
the
courses
that
will
4
utilize
open
educational
resources.
For
purposes
of
this
5
section,
“open
educational
resources”
means
materials
used
to
6
support
education
that
are
in
the
public
domain
or
are
under
an
7
open
license
and
that
may
be
freely
accessed,
reused,
modified,
8
and
shared,
including
but
not
limited
to
instructional
9
materials,
tests,
course
syllabi,
and
textbooks.

Sec.
2.
Section
261.2,
subsection
11,
Code
2018,
is
amended
11
to
read
as
follows:

11.
Require
any
postsecondary
institution
whose
students
13
are
eligible
for
or
who
receive
financial
assistance
under
14
programs
administered
by
the
commission
to
transmit
do
all
of
15
the
following:
16
a.
Transmit
annually
to
the
commission
information
about
the
17
numbers
of
minority
students
enrolled
in
and
minority
faculty
18
members
employed
at
the
institution.
The
commission
shall
19
compile
and
report
the
information
collected
to
the
general
20
assembly,
the
governor,
and
the
legislative
services
agency
by
21
March
1
annually.

b.
Identify
in
each
course
catalog
published
by
the
23
institution
the
courses
that
will
utilize
open
educational
24
resources,
as
defined
in
section
260C.14,
subsection
25.

Section
262.9,
Code
2018,
is
amended
by
adding
the

following
new
subsection:

Direct
each
institution
of
higher

learning
under
its
control
to
identify
in
each
course
catalog

published
by
the
institution
the
courses
that
will
utilize
open
30
educational
resources
as
defined
in
section
260C.14,
subsection
31
25.
In
addition,
each
institution
shall
develop
and
implement,
32
upon
receiving
board
approval,
a
five-year
plan
to
increase
33
the
number
of
courses
utilizing
open
educational
resources.

The
plan
shall
include
metrics
and
goals
for
the
percentage

utilize

Prior
1
to
approving
a
plan
under
this
subsection,
the
board
shall
2
determine
whether
the
plan
is
sustainable
beyond
the
initial

five-year
implementation
and
whether
the
plan
will
effectively
4
reduce
students’
textbook
and
instructional
materials
costs.

This
bill
establishes
requirements
relating
to
the
use
9
and
identification
of
open
educational
resources
by
Iowa’s
10
postsecondary
institutions.
11
Community
colleges,
postsecondary
institutions
whose
12
students
receive
financial
assistance
administered
by
the
13
college
student
aid
commission,
and
regents
universities
are
14
directed
to
identify
in
each
course
catalog
published
by
each
15
such
institution
the
courses
that
will
utilize
open
educational
16
resources,
which
are
defined
as
materials
used
to
support
17
education
that
are
in
the
public
domain
or
are
under
an
open
18
license
and
that
may
be
freely
accessed,
reused,
modified,
and
19
shared,
including
but
not
limited
to
instructional
materials,
20
tests,
course
syllabi,
and
textbooks.

In
addition,
regents
universities
must
develop
and
22
implement,
upon
receiving
state
board
of
regents
approval,
a
23
five-year
plan
to
increase
the
number
of
courses
utilizing
open
24
educational
materials.
