Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:
2
Article
III
of
the
Constitution
of
the
State
of
Iowa
is
3
amended
by
adding
the
following
new
section:
4
Consideration
of
bills.
SEC.
16A.
A
majority
of
all
the
5
members
elected
to
a
house
of
the
general
assembly
shall
6
be
sufficient
to
require
consideration
of
a
bill
or
joint
7
resolution
in
that
house.
The
rules
of
each
house
shall
8
provide
that
a
bill
or
joint
resolution,
duly
introduced,
9
upon
the
filing
with
the
presiding
officer
of
the
house
of
10
a
written
petition
for
the
consideration
by
the
full
house
11
of
such
bill
or
joint
resolution
signed
by
a
majority
of
all
12
the
members
elected
to
that
house,
shall
be
called
up
for
13
debate
within
fifteen
legislative
days
of
such
filing
of
the
14
petition.
Within
fifteen
legislative
days
of
the
bill
or
joint
15
resolution
being
called
up
for
debate,
all
amendments
to
the
16
bill
or
joint
resolution
shall
be
considered
and
disposed
17
of
and
the
bill
or
joint
resolution
shall
be
read
for
the
18
last
time
and
immediately
placed
upon
its
final
passage.

Within
five
legislative
days
of
final
passage
of
the
bill
20
or
joint
resolution,
any
motions
to
reconsider
the
bill
or
21
joint
resolution
shall
be
disposed
of
and
the
bill
or
joint
22
resolution
shall
be
immediately
messaged
to
the
other
house.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
amendment
24
to
the
Constitution
of
the
State
of
Iowa
is
referred
to
the
25
general
assembly
to
be
chosen
at
the
next
general
election
26
for
members
of
the
general
assembly,
and
the
secretary
of
27
state
is
directed
to
cause
the
same
to
be
published
for
three
28
consecutive
months
previous
to
the
date
of
that
election
as
29
provided
by
law.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the

substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the

Constitution
of
the
State
of
Iowa
providing
for
the
rules

relating
to
the

bills.
The
amendment
provides
that
upon

filing
a
written
petition
for
the
consideration
of
a
bill
3
or
joint
resolution
signed
by
a
majority
of
all
the
members
4
elected
to
that
house,
the
bill
or
joint
resolution
shall
be
5
called
up
for
debate
within
15
legislative
days,
all
amendments
6
disposed
of
and
the
bill
or
joint
resolution
considered
for
7
final
passage
within
15
legislative
days
once
called
up
for
8
debate,
and
any
motions
to
reconsider
following
passage
shall
9
be
disposed
of
and
the
bill
or
joint
resolution
messaged
to
the
10
other
house
within
five
legislative
days
after
passage.

The
resolution,
if
adopted,
would
be
referred
to
the
next
12
general
assembly
for
adoption
before
being
submitted
to
the
13
electorate
for
ratification.
