1.
SUBMISSION
OF
STATE
INNOVATION
WAIVER

APPLICATION
RELATING
TO
THE
AVAILABILITY
OF
QUALITY
HEALTH

CARE.
The
commissioner
of
insurance
shall,
as
soon
as
3
possible
after
the
effective
date
of
this
Act,
submit
a
state
4
innovation
waiver
application
pursuant
to
section
1332
of
the
5
federal
Patient
Protection
and
Affordable
Care
Act,
Pub.
L.
6
No.
111-148.
The
commissioner
shall
submit
Iowa’s
proposed
7
Stopgap
Measure
previously
submitted
on
August
21,
2017,
or
a
8
comparable
proposal.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
10
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
commissioner
of
insurance
to
submit

Iowa’s
proposed
Stopgap
Measure,
previously
submitted
on

2017,
or
a
comparable
proposal,
as
a
state
innovation

application
pursuant
to

the
