Section
1.
Section
481A.67,
subsections
2
and
3,
Code
2017,
1
are
amended
to
read
as
follows:

2.
Notwithstanding
any
provision
of
law
to
the
contrary,
3
the
natural
resource
commission
shall
adopt
rules
pursuant
to
4
chapter
17A
establishing
seasons
and
daily
catch
limits
for
the
5
noncommercial
harvest
of
turtles
in
any
waters
of
the
state
6
pursuant
to
section
483A.28
.
Seasons
established
pursuant
to
7
this
subsection
shall
not
apply
to
the
noncommercial
harvest
of
8
snapping
turtles.
The
commission
shall
adopt
rules
providing
9
that
beginning
on
June
15,
2018,
the
annual
season
for
the
10
noncommercial
harvest
of
turtles
shall
begin
on
June
15
and
end
11
on
May
15.

3.
Notwithstanding
any
provision
of
law
to
the
contrary,

the
natural
resource
commission
shall
adopt
rules
pursuant
to

chapter

The
commission

adopt

the

on
May
15,
and
the
annual

possession
limit
for
the
commercial
harvest
of
turtles
shall
be
20
three
thousand
five
hundred
turtles
for
a
person
who
is
legally

licensed
to
harvest
commercial
turtles.

Sec.
2.
RESCISSION
OF
AMENDMENTS
TO
ADMINISTRATIVE
RULES.

The
amendments
to
571
Iowa
administrative
code,
24
chapter
86,
as
appearing
in
ARC
2951C,
as
published
in
the
25
Iowa
administrative
bulletin,
volume
XXXIX,
number
17,
dated
26
February
15,
2017,
pp.
1685-1687,
are
rescinded.

As
soon
as
practicable,
the
Iowa
administrative
code
28
editor
shall
restore
the
language
of
the
Iowa
administrative
29
code
chapter
referenced
in
subsection
1
of
this
section
to
the
30
language
that
existed
on
February
14,
2017.

Sec.
3.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
32
immediate
importance,
takes
effect
upon
enactment.

This
bill
relates
to
the
noncommercial
and
commercial

harvest
of
turtles.

The
bill
requires
the
natural
resource
commission
to
adopt
4
rules
providing
that
beginning
on
June
15,
2018,
the
annual
5
season
for
the
noncommercial
and
commercial
harvest
of
turtles
6
shall
begin
on
June
15
and
end
May
15.

The
bill
also
requires
the
commission
to
adopt
rules
8
providing
that
the
annual
possession
limit
for
the
commercial
9
harvest
of
turtles
is
3,500
turtles
for
a
person
who
is
legally
10
licensed
to
harvest
commercial
turtles.
11
The
bill
rescinds
amendments
to
specified
rules
relating
12
to
harvesting
commercial
and
noncommercial
turtles
that
were
13
published
in
the
Iowa
administrative
code
on
February
15,
2017,
14
and
directs
the
Iowa
administrative
code
editor
to
restore
the
15
language
of
the
Iowa
administrative
code
to
the
language
that
16
existed
on
February
14,
2017.

The
bill
is
effective
upon
enactment.
