S.F. _____ Section 1. Section 261.12, subsection 1, Code 2017, is 1 amended to read as follows: 2 1. The amount of a tuition grant to a qualified full-time 3 student for the fall and spring semesters, or the trimester 4 equivalent, shall be the lesser of the amount of the student’s 5 financial need for that period . However, a tuition grant shall 6 not exceed the lesser of: 7 a. The or an amount equivalent to the total tuition 8 and mandatory fees for that student for two semesters or 9 the trimester or quarter equivalent, less the base amount 10 determined annually by the college student aid commission, 11 which base amount shall be within ten dollars of the average 12 tuition for two semesters or the trimester equivalent of 13 undergraduate study at the state universities under the board 14 of regents, but in any event the base amount shall not be less 15 than four hundred dollars ; or 16 b. For the fiscal year beginning July 1, 2015, and for each 17 succeeding fiscal year, six thousand dollars . 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill removes the $6,000 limitation on the amount of an 22 Iowa tuition grant that may be awarded by the college student 23 aid commission to a qualified student enrolled full-time at an 24 accredited private institution. “Qualified student” is defined 25 in current law as a resident student who has established 26 financial need and who is making satisfactory progress toward 27 graduation. 28 Currently, the amount of a tuition grant to a full-time 29 student is limited to the least of the student’s financial 30 need, $6,000, or the total tuition and mandatory fees for 31 that student for two semesters, or the trimester or quarter 32 equivalent, less the base amount, which is approximately the 33 average tuition for two semesters at the regents universities. 34 The bill does not modify the current provision except to 35 -1- LSB 2006XC (3) 87 kh/jh/rj 1/ 2
