S.F. _____ Section 1. Section 154.1, subsection 3, paragraph a, Code 1 2017, is amended to read as follows: 2 a. An optometrist licensed under this chapter may employ 3 all diagnostic and therapeutic pharmaceutical agents for 4 the purpose of diagnosis and treatment of conditions of the 5 human eye and adnexa pursuant to this subsection , excluding 6 the use of retrobulbar injections or injections other than 7 to counteract an anaphylactic reaction which penetrate the 8 globe , and notwithstanding section 147.107 , may without 9 charge supply any of the above pharmaceuticals to commence a 10 course of therapy. A licensed optometrist may perform minor 11 surgical procedures and use medications for the diagnosis and 12 treatment of diseases, disorders, and conditions of the eye and 13 adnexa. A license to practice optometry under this chapter 14 does not authorize the performance of surgical procedures which 15 require the use of injectable or general anesthesia, moderate 16 sedation, penetration of the globe, or the use of ophthalmic 17 lasers for the purpose of ophthalmic surgery within or upon 18 the globe. The removal of pterygia and Salzmann’s nodules, 19 incisional corneal refractive surgery, and strabismus surgery 20 are prohibited. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill makes changes to the types of actions which may 25 be performed by an optometrist. Previously, an optometrist 26 could not use injections other than to counteract an 27 anaphylactic reaction. Under the bill, an optometrist cannot 28 use retrobulbar injections or injections which penetrate the 29 globe.
