movement
in
Great
Britain;
and

WHEREAS,
the
Boy
Scouts
of
America
was
founded

in
Washington,
D.C.,
on
February
8,
1910,
by
Chicago

publisher
William
D.
Boyce
after
the
“Unknown
Scout”
8
aided
Mr.
Boyce
through
a
dense
London
fog
and
refused
9
a
tip
for
the
assistance;
and
10
WHEREAS,
legislation
establishing
the
federal
11
charter
of
the
Boy
Scouts
of
America
was
signed
into
12
law
by
President
Woodrow
Wilson
on
June
15,
1916;
and
13
WHEREAS,
the
Buffalo
Bill
Council
of
the
Boy
Scouts
14
of
America
and
the
Sac-Fox
Council
of
the
Boy
Scouts
of
15
America
merged
in
1967,
creating
the
Illowa
Council
of
16
the
Boy
Scouts
of
America,
headquartered
in
Davenport,
17
Iowa;
and
18
WHEREAS,
the
Illowa
Council
serves
Cedar,
Clinton,
19
Jackson,
Muscatine,
and
Scott
counties
in
Iowa
and
20
eight
counties
in
western
Illinois;
and
21
WHEREAS,
the
Illowa
Council
continues
to
prepare
22
young
people
to
make
ethical
and
moral
choices
by
23
teaching
them
the
values
of
the
Scout
Oath
and
Scout
24
Law;
and
25
WHEREAS,
the
Illowa
Council
has
over
6,000
26
registered
youth
members
that
it
serves
in
its
27
Scouting
programs
and
over
2,000
registered
adult

volunteers;
and

WHEREAS,
the
Illowa
Council
of
the
Boy
Scouts
of

America
operates
four
main
Scouting
programs:
Cub

Scouts,
a
traditional
Scouting
program
for
elementary

school
age
boys;
Boy
Scouts,
a
traditional
Scouting
5
program
for
middle
school
and
high
school
age
boys;
6
Venturing,
a
high-adventure
based
leadership
program
7
for
young
men
and
women
ages
13
through
20;
and
8
Exploring,
a
career-development
program
for
young
men
9
and
women
ages
14
through
20;
and
10
WHEREAS,
both
adult
and
youth
members
strive
to
11
fulfill
the
Scout
Motto
of
“Be
Prepared”
and
the
Scout
12
Slogan
of
“Do
a
Good
Turn
Daily”;
and

WHEREAS,
the
members
of
the
Illowa
Council
14
provide
more
than
8,000
hours
of
community
service
15
annually;
NOW
THEREFORE,

BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
17
encourages
the
Illowa
Council
of
the
Boy
Scouts
of
18
America
to
continue
promoting
community
service
and
19
leadership
development,
encourages
the
Boy
Scouts
to
20
continue
to
emphasize
character
building,
responsible
21
citizenship,
and
outdoor
stewardship,
and
applauds
the
22
Illowa
Council
for
instilling
the
values
of
the
Scout
23
Oath
and
the
Scout
Law
in
young
Americans;
and
24
BE
IT
FURTHER
RESOLVED,
That
the
Senate
recognizes
25
February
8,
2017,
as
National
Boy
Scout
Day,
to
be
26
acknowledged
by
all
citizens
of
the
state.
