rules

senate

general
assembly
relating
to

requests

the
drafting
of
bills.

BE
IT
RESOLVED
BY
THE
SENATE,
That
Rule
27,
4
unnumbered
paragraph
1,
of
the
permanent
rules
of
5
the
senate,
as
adopted
by
the
Senate
during
the
2017
6
Session
in
Senate
Resolution
3,
is
amended
to
read
as
7
follows:

No
bill
or
joint
resolution,
except
bills
and
9
joint
resolutions
cosponsored
by
the
majority
and
10
minority
floor
leaders,
or
companion
bills
and
joint
11
resolutions
sponsored
by
the
majority
floor
leaders
of
12
both
houses,
shall
be
introduced
in
the
senate
after
13
4:30
p.m.
on
Friday
of
the
fourth
fifth
week
of
the
14
first
regular
session
of
a
general
assembly
unless
a
15
formal
request
for
drafting
the
bill
has
been
filed
16
with
the
legislative
services
agency
before
that
time.
17
After
adjournment
of
the
first
regular
session,
bills
18
may
be
prefiled
at
any
time
before
the
convening
of
the
19
second
regular
session.
No
bill
shall
be
introduced
20
after
4:30
p.m.
on
Friday
of
the
second
week
of
the
21
second
regular
session
of
a
general
assembly
unless
a
22
formal
request
for
drafting
the
bill
has
been
filed
23
with
the
legislative
services
agency
before
that
time.
24
However,
standing
committees
may
introduce
bills
and
25
joint
resolutions
at
any
time.
A
bill
which
relates
26
to
departmental
rules
sponsored
by
the
administrative
27
rules
review
committee
and
approved
by
a
majority

the
members
of
the
committee
in
each
house
may

be
introduced
at
any
time
and
must
be
referred
to
a

standing
committee
which
must
take
action
on
the
bill

Senate
and
concurrent
resolutions

at
any
time.
