WHEREAS,
the
board
of
education
has
approved
4
standards
for
fine
arts
education
in
Iowa;
and
5
WHEREAS,
the
federal
Every
Student
Succeeds
Act
6
(ESSA),
Pub.
L.
No.
114-95,
describes
the
arts
as
part
7
of
a
“well-rounded
education”
and
provides
various
8
programs
and
funding
sources
to
support
education
in
9
the
arts;
and
10
WHEREAS,
it
is
important
that
an
inventory
of
11
Iowa’s
staffing,
funding,
course
offerings,
and
other
12
resources
available
for
education
in
the
arts
be
13
prepared
as
standards
for
education
in
the
arts
are
14
implemented
in
Iowa;
NOW
THEREFORE,
15
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
legislative
16
council
is
requested
to
establish
an
interim
committee,
17
composed
of
members
of
the
Senate
and
the
House
of
18
Representatives,
to
study
the
state
of
education
in
19
the
arts
in
Iowa
for
the
purpose
of
aligning
arts
20
education
programs
in
Iowa
with
the
fine
arts
standards
21
adopted
by
the
board
of
education
and
with
the
ESSA.
22
The
study
committee
shall
review
staffing,
funding,
23
course
offerings,
and
other
resources
available
for
24
education
in
the
arts
in
Iowa,
explore
opportunities
25
for
local
education
agencies
to
receive
funding
26
under
titles
I
and
II
of
the
federal
Elementary
and
27
Secondary
Education
Act
of
1965,

et

for
fine
arts
teachers
and
related
professional

development,
and
also
explore
options
to
expand
2
sequential
fine
arts
education
in
all
areas
of
the
arts

in
Iowa
in
kindergarten
through
grade
12.

BE
IT
FURTHER
RESOLVED,
That
the
study
committee
5
shall
meet
during
the
2018
interim
and
shall
include
6
in
an
advisory
capacity
stakeholders
in
education
in
7
the
arts
in
Iowa
including
but
not
limited
to
arts
8
educators
of
Iowa,
the
Iowa
bandmasters
association,
9
the
Iowa
choral
directors
association,
the
Iowa
10
communication
association,
the
Iowa
music
educators
11
association,
the
Iowa
educational
theatre
association,
12
the
Iowa
string
teachers
association,
Kodaly
educators
13
of
Iowa,
representatives
of
dance
educators
in
Iowa,
14
representatives
of
Orff
Schulwerk
educators
in
Iowa,
15
the
department
of
education,
and
area
education
16
agencies.
The
study
committee
shall
submit
the
study
17
committee’s
findings
and
recommendations
in
a
report
to
18
the
general
assembly
by
January
1,
2019.
