requesting
the
legislative
council
to

establish
an
interim
committee
to
study
the
impact

of
requiring
the
department
of
human
services,

rather
than
private
agencies,
to
assume
the

responsibility
for
recruiting
and
retaining
foster

parents
and
adoptive
parents.

WHEREAS,
the
department
of
human
services
currently
7
contracts
with
private
agencies
to
recruit
and
retain
8
foster
parents
and
adoptive
parents;
and
9
WHEREAS,
the
department
of
human
services
has
a
10
duty
to
ensure
the
efficient
provision
of
departmental
11
services
to
the
people
of
this
state;
NOW
THEREFORE,
12
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
legislative
13
council
is
requested
to
establish
an
interim
committee
14
to
study
the
impact
of
requiring
the
department
of
15
human
services
to
discontinue
the
use
of
private
16
contracting
to
recruit
and
retain
foster
parents
and
17
adoptive
parents
and
instead
require
department
of
18
human
services
case
workers
to
provide
such
services.

BE
IT
FURTHER
RESOLVED,
That
the
study
committee
20
shall
consist
of
five
members
of
the
senate,
three
21
of
whom
shall
be
appointed
by
the
majority
leader
22
of
the
senate
and
two
of
whom
shall
be
appointed
by
23
the
minority
leader
of
the
senate,
and
five
members
24
of
the
house
of
representatives,
three
of
whom
25
shall
be
appointed
by
the
speaker
of
the
house
of
26
representatives
and
two
of
whom
shall
be
appointed
by
27
the
minority
leader
of
the
house
of
representatives.

IT
FURTHER
RESOLVED,
That
the
study
committee

shall
meet
during
the
2018
legislative
interim
to
make
2
appropriate
recommendations
for
consideration
during
3
the
2019
legislative
session
in
a
report
submitted
to
4
the
general
assembly
and
the
governor
by
December
15,
5
2018.
