The
following
amendment
to
the
Constitution
of

State
of
Iowa
is
proposed:

The
Constitution
of
the
State
of
Iowa
is
amended
by
adding
3
the
following
new
section
to
new
Article
XIII:

ARTICLE
XIII.
5
TWO-THIRDS
MAJORITY
FOR
PUBLIC
RETIREMENT
SYSTEM
LAW
CHANGES.

Two-thirds
majority
to
change
public
retirement
system
laws.
7
SECTION
1.
A
bill
containing
provisions
enacting,
amending,
8
or
repealing
any
provision
relating
to
a
public
retirement
9
system
shall
require
the
affirmative
votes
of
at
least
10
two-thirds
of
the
whole
membership
of
each
house
of
the
general
11
assembly
for
passage.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
13
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
14
to
the
general
assembly
to
be
chosen
at
the
next
general
15
election
for
members
of
the
general
assembly,
and
the
secretary
16
of
state
is
directed
to
cause
the
proposed
amendment
to
be
17
published
for
three
consecutive
months
previous
to
the
date
of
18
that
election
as
provided
by
law.

EXPLANATION
20
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
23
Constitution
of
the
State
of
Iowa
relating
to
public
retirement
24
systems.
The
resolution
requires
that
any
bill
containing
25
provisions
enacting,
amending,
or
repealing
any
provision
26
relating
to
a
public
retirement
system
shall
require
the
27
affirmative
votes
of
at
least
two-thirds
of
the
whole
28
membership
of
each
house
of
the
general
assembly
for
passage.
29
The
resolution,
if
adopted,
would
be
published
and
then
30
referred
to
the
next
general
assembly
(88th)
for
adoption,
31
before
being
submitted
to
the
electorate
for
ratification.
