S.F. 69 Section 1. Section 256C.5, subsection 1, paragraph c, Code 1 2017, is amended to read as follows: 2 c. “Preschool budget enrollment” means the figure that is 3 equal to fifty the sum of the following: 4 (1) Fifty percent of the actual enrollment of eligible 5 students in the preschool programming provided by a school 6 district approved to participate in the preschool program on 7 October 1 of the base year, or the first Monday in October if 8 October 1 falls on a Saturday or Sunday. 9 (2) Fifty percent of the actual enrollment of eligible 10 students in the preschool programming provided by a school 11 district approved to participate in the preschool program on 12 October 1 of the base year, or the first Monday in October if 13 October 1 falls on a Saturday or Sunday, whose family income is 14 at or below two hundred percent of the federal poverty level as 15 defined by the most recently revised poverty income guidelines 16 published by the United States department of health and human 17 services. 18 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 19 immediate importance, takes effect upon enactment. 20 Sec. 3. APPLICABILITY. This Act applies to school budget 21 years beginning on or after July 1, 2017. 22 EXPLANATION 23 The inclusion of this explanation does not constitute agreement with 24 the explanation’s substance by the members of the general assembly. 25 Under current law, the preschool budget enrollment figure 26 used to calculate the amount of preschool foundation aid 27 paid to a school district participating in the statewide 28 preschool program for four-year-old children is equal to 50 29 percent of the actual enrollment of eligible students in the 30 preschool programming provided by a school district approved to 31 participate in the preschool program on October 1 of the base 32 year. 33 This bill modifies the method of calculating the preschool 34 budget enrollment by adding to the current calculation an 35 -1- LSB 1395XS (2) 87 md/sc 1/ 2
S.F. 69 amount equal to 50 percent of the actual enrollment of eligible 1 students in the preschool programming provided by a school 2 district approved to participate in the preschool program on 3 October 1 of the base year, whose family income is at or below 4 200 percent of the federal poverty level as defined by the most 5 recently revised poverty income guidelines published by the 6 United States department of health and human services. 7 The bill takes effect upon enactment and applies to school 8 budget years beginning on or after July 1, 2017. 9 -2- LSB 1395XS (2) 87 md/sc 2/ 2
