S.F. 63 Section 1. STATE FAMILY AND MEDICAL LEAVE PROGRAM 1 STUDY. The commissioner of insurance shall conduct a 2 study during the fiscal year beginning July 1, 2017, of the 3 feasibility and economic impact of implementing a family and 4 medical leave program in the state. The study shall examine 5 the financial impact of requiring paid leaves of absence under 6 a family and medical leave program beginning with a minimum 7 leave of six weeks and phasing in a maximum leave of twelve 8 weeks by January 1, 2025. A report of the results of the study, 9 including findings and recommendations, shall be submitted to 10 the general assembly by December 15, 2018. The report shall 11 include recommendations for benefit and eligibility standards 12 for a state family and medical leave program, and options for 13 financing the cost of leaves of absence under the program. 14 There is appropriated from the general fund of the state to 15 the commissioner of insurance for the fiscal year beginning 16 July 1, 2017, and ending June 30, 2018, the following amount 17 or so much thereof as is necessary to be used for the purpose 18 of conducting the state family and medical leave program study 19 and preparing a report: 20 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 120,000 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill requires the commissioner of insurance to conduct 25 a study during FY 2017-2018 of the feasibility and economic 26 impact of implementing a family and medical leave program in 27 the state that requires paid leaves of absence for employees. 28 A report of the results of the study, including findings and 29 recommendations, must be submitted to the general assembly by 30 December 15, 2018. The report shall include recommendations 31 for benefit and eligibility standards for a state family and 32 medical leave program, and options for financing the cost of 33 leaves of absence under the program. 34 The bill appropriates $120,000 from the general fund of the 35 -1- LSB 1622XS (4) 87 av/sc 1/ 2
