From the moneys deposited in the school ready children 19 grants account for the fiscal year beginning July 1, 2017, and 20 ending June 30, 2018, not more than $265,950 is allocated for 21 the early childhood Iowa office and other technical assistance 22 activities. Moneys allocated under this lettered paragraph 23 may be used by the early childhood Iowa state board for the 24 purpose of skills development and support for ongoing training 25 of staff. However, except as otherwise provided in this 26 subsection, moneys shall not be used for additional staff or 27 for the reimbursement of staff. 28 b. Of the amount appropriated in this subsection for 29 deposit in the school ready children grants account of the 30 early childhood Iowa fund, $2,318,018 shall be used for efforts 31 to improve the quality of early care, health, and education 32 programs. Moneys allocated pursuant to this paragraph may be 33 used for additional staff and for the reimbursement of staff. 34 The early childhood Iowa state board may reserve a portion 35 -5- LSB 1049SV (3) 87 kh/tm 5/ 56
S.F. 511 of the allocation, not to exceed $88,650, for the technical 1 assistance expenses of the early childhood Iowa state office, 2 including the reimbursement of staff, and shall distribute 3 the remainder to early childhood Iowa areas for local quality 4 improvement efforts through a methodology identified by the 5 early childhood Iowa state board to make the most productive 6 use of the funding, which may include use of the distribution 7 formula, grants, or other means. 8 c. Of the amount appropriated in this subsection for 9 deposit in the school ready children grants account of 10 the early childhood Iowa fund, $825,030 shall be used for 11 support of professional development and training activities 12 for persons working in early care, health, and education by 13 the early childhood Iowa state board in collaboration with 14 the professional development component groups maintained by 15 the early childhood Iowa stakeholders alliance pursuant to 16 section 256I.12, subsection 7, paragraph “b”, and the early 17 childhood Iowa area boards. Expenditures shall be limited to 18 professional development and training activities agreed upon by 19 the parties participating in the collaboration. 20 9. BIRTH TO AGE THREE SERVICES 21 a. For expansion of the federal Individuals with 22 Disabilities Education Improvement Act of 2004, Pub. L. EARLY HEAD START PROJECTS 33 a. The moneys appropriated in this subsection shall be 1 used for implementation and expansion of early head start 2 pilot projects addressing the comprehensive cognitive, social, 3 emotional, and developmental needs of children from birth to 4 age three, including prenatal support for qualified families. 5 The projects shall promote healthy prenatal outcomes and 6 healthy family functioning, and strengthen the development of 7 infants and toddlers in low-income families. Priority shall be 8 given to those organizations that have previously qualified for 9 and received state funding to administer an early head start 10 project. 11 11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS 12 a. The department may charge school districts and accredited 27 nonpublic schools a fee for the system not to exceed the actual 28 costs to purchase a statewide license for the early warning 29 assessment minus the moneys received by the department under 30 this subsection. The fee shall be determined by dividing the 31 actual remaining costs to purchase the statewide license for 32 the school year by the number of pupils assessed under the 33 system in the current fiscal year. School districts may use 34 moneys received pursuant to section 257.10, subsection 11, and 35 -8- LSB 1049SV (3) 87 kh/tm 8/ 56
S.F. 511 moneys received for purposes of implementing section 279.68, 1 subsection 2, to pay the early warning assessment system fee. 2 18. IOWA READING RESEARCH CENTER 3 a. For purposes of the Iowa reading research center in 4 order to implement, in collaboration with the area education 5 agencies, the provisions of section 256.9, subsection 49, 6 paragraph “c”: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 957,500 8 b. MIDWESTERN HIGHER EDUCATION COMPACT 14 a. S.F. 511 the fiscal year beginning July 1, 2017, and ending June 30, 1 2018, the state board of regents may use notes, bonds, or 2 other evidences of indebtedness issued under section 262.48 to 3 finance projects that will result in energy cost savings in an 4 amount that will cause the state board to recover the cost of 5 the projects within an average of six years. 6 Sec. 9. PRESCRIPTION DRUG COSTS. Notwithstanding section 7 270.7, the department of administrative services shall pay 8 the state school for the deaf and the Iowa braille and sight 9 saving school the moneys collected from the counties during the 10 fiscal year beginning July 1, 2017, for expenses relating to 11 prescription drug costs for students attending the state school 12 for the deaf and the Iowa braille and sight saving school. 13 Sec. 10. Section 256.9, subsection 59, Code 2017, is amended 14 by striking the subsection. 15 Sec. 11. Section 261.1, subsection 2, paragraphs a and d, 16 Code 2017, are amended to read as follows: 17 a. A member of the state board of regents to be named by the 18 board, or the executive director of the board if so appointed 19 by the board, who shall serve for a four-year term or until the 20 expiration of the member’s term of office. Such member shall 21 convene the organizational meeting of the commission. 22 d. S.F. 511 (3) One member shall be enrolled as a student at a an 1 institution of higher learning governed by the board of regents 2 institution , a community college, or an accredited private 3 institution. 4 (4) One member shall be a representative of a lending 5 institution located in this state. One member shall be 6 an individual who is repaying or has repaid a student loan 7 guaranteed by the commission parent of a student enrolled 8 at an institution of higher learning governed by the board 9 of regents, a community college, or an accredited private 10 institution . 11 (5) One member shall represent practitioners licensed 12 under chapter 272. When appointing this member, the governor 13 shall give careful consideration to any person nominated by 14 an Iowa teacher association or other education stakeholder 15 organization. 16 (6) The other three Four members shall represent the 17 general public , none of whom shall be official officers, board 18 members , or trustees of an institution of higher learning or 19 of an association of institutions of higher learning , shall be 20 selected to represent the general public . 21 Sec. 12. Section 261.1, subsection 3, Code 2017, is amended 22 to read as follows: 23 3. The members of the commission appointed by the governor 24 shall serve for a term of four years. The voting members of 25 the commission shall elect a chairperson and vice chairperson. 26 Meetings may be called by the chairperson or a majority of the 27 voting members. 28 Sec. 13. Section 261.1, subsection 4, paragraph b, Code 29 2017, is amended to read as follows: 30 b. A vacancy shall exist on the commission when a 31 legislative member of the commission ceases to be a member of 32 the general assembly , when a parent member no longer has a 33 child enrolled in postsecondary education, or when a student 34 member ceases to be enrolled as a student. S.F. 511 be filled within thirty days. 1 Sec. 14. Section 261.2, subsections 6 and 8, Code 2017, are 2 amended to read as follows: 3 6. Develop and implement, in cooperation with the 4 department of human services and the judicial branch, a program 5 to assist juveniles who are sixteen years of age or older and 6 who have a case permanency plan under chapter 232 or 237 or are 7 otherwise under the jurisdiction of chapter 232 in applying 8 for federal and state aid available for higher education. 9 The commission shall also develop and implement the all Iowa 10 opportunity foster care grant program in accordance with 11 section 261.6 . 12 8. Submit by January 15 annually a report to the general 13 assembly which provides, by program, the number of individuals 14 who received loan forgiveness or loan repayment in the previous 15 fiscal year, the amount amounts paid to or on behalf of 16 individuals under sections 261.73, 261.112, and 261.116, and 17 the institutions from which individuals graduated, and that 18 includes any proposed statutory changes and the commission’s 19 findings and recommendations. 20 Sec. 15. Section 261.9, Code 2017, is amended by adding the 21 following new subsection: 22 NEW SUBSECTION . 2A. “Eligible institution” means an 23 institution of higher learning located in Iowa which is 24 operated privately and not controlled or administered by any 25 state agency or any subdivision of the state, which is not 26 exempt from taxation under section 501(c)(3) of the Internal 27 Revenue Code, and which meets all of the criteria in subsection 28 1, paragraphs “d” through “i” , and the criteria in paragraphs 29 “a” or “b” as follows: 30 a. Is accredited by the higher learning commission and 31 which, effective January 8, 2010, purchased an accredited 32 private institution that was exempt from taxation under section 33 501(c) of the Internal Revenue Code, or whose students were 34 eligible to receive tuition grants in the fiscal year beginning 35 -19- LSB 1049SV (3) 87 kh/tm 19/ 56
S.F. 511 July 1, 2003. The eligible institution shall annually provide 1 a matching aggregate amount of institutional financial aid 2 which shall increase by the percentage of increase each 3 fiscal year of funds appropriated for Iowa tuition grants 4 under section 261.25, subsection 2, to a maximum match of one 5 hundred percent as initiated under section 261.9, subsection 1, 6 paragraph “b” , Code 2005. 7 b. Is a barber school licensed under section 158.7 or 8 a school of cosmetology arts and sciences licensed under 9 chapter 157 and is accredited by a national accrediting agency 10 recognized by the United States department of education. For 11 the fiscal year beginning July 1, 2017, an eligible institution 12 under this paragraph shall provide a matching aggregate amount 13 of institutional financial aid equal to at least seventy-five 14 percent of the amount received by the institution’s students 15 for Iowa tuition grant assistance under section 261.16A. 16 For the fiscal year beginning July 1, 2018, the institution 17 shall provide a matching aggregate amount of institutional 18 financial aid equal to at least eighty-five percent of the 19 amount received in that fiscal year. Commencing with the 20 fiscal year beginning July 1, 2019, and each succeeding fiscal 21 year, the matching aggregate amount of institutional financial 22 aid shall be at least equal to the match provided by eligible 23 institutions under section 261.16A, subsection 2. 24 Sec. 16. Section 261.12, subsection 1, paragraph b, Code 25 2017, is amended to read as follows: 26 b. For the fiscal year beginning July 1, 2015 2017 , and for 27 each succeeding fiscal year, six thousand dollars an amount 28 equivalent to the average resident tuition and mandatory fees 29 for two semesters or the equivalent of undergraduate study at 30 the institutions of higher learning governed by the state board 31 of regents . 32 Sec. 17. NEW SECTION . 261.16A Iowa tuition grants —— 33 for-profit institutions. 34 1. Students qualified. A tuition grant from moneys 35 -20- LSB 1049SV (3) 87 kh/tm 20/ 56
S.F. 511 appropriated under section 261.25, subsection 2, may be awarded 1 to a resident of Iowa who is admitted and in attendance as 2 a full-time or part-time resident student at an eligible 3 institution and who establishes financial need. 4 2. Extent of grant. 5 a. A qualified full-time resident student enrolled in an 6 eligible institution that meets the criteria of section 261.9, 7 subsection 2A, paragraph “a” , may receive tuition grants for 8 not more than eight semesters of undergraduate study or the 9 equivalent; a qualified part-time resident student enrolled 10 in the eligible institution may receive tuition grants for 11 not more than sixteen semesters of undergraduate study or the 12 equivalent. 13 b. A qualified full-time resident student enrolled in an 14 eligible institution that meets the criteria of section 261.9, 15 subsection 2A, paragraph “b” , may receive tuition grants for not 16 more than four semesters or the equivalent of two full years 17 of study. However, if a student resumes study after at least 18 a two-year absence, the student may again be eligible for the 19 specified amount of time, except that the student shall not 20 receive assistance for courses for which credit was previously 21 received. 22 3. Amount of grant. 23 a. The amount of a tuition grant to a qualified full-time 24 student for the fall and spring semesters, or the equivalent, 25 shall be the amount of the student’s financial need for that 26 period. However, a tuition grant shall not exceed six thousand 27 dollars. 28 b. The amount of a tuition grant to a qualified full-time 29 student for the summer semester or equivalent shall be one-half 30 the amount of the tuition grant the student receives under 31 paragraph “a” . 32 c. The amount of a tuition grant to a qualified part-time 33 student enrolled in a course of study including at least three 34 semester hours but fewer than twelve semester hours for the 35 -21- LSB 1049SV (3) 87 kh/tm 21/ 56
S.F. 511 fall, spring, and summer semesters, or the equivalent, shall be 1 equal to the amount of a tuition grant that would be paid to a 2 full-time student times a number which represents the number 3 of hours in which the part-time student is actually enrolled 4 divided by twelve semester hours, or the equivalent. 5 d. If a qualified student receives financial aid under any 6 other program, the full amount of such financial aid shall be 7 considered part of the student’s financial resources available 8 in determining the amount of the student’s financial need 9 for that period. In no case may the state’s total financial 10 contribution to the student’s education, including financial 11 aid under any other state or federal program, exceed the 12 tuition and mandatory fees at the eligible institution the 13 student attends. 14 4. Grant payments —— attendance discontinued. 15 a. Payments under the tuition grant shall be allocated 16 equally among the semesters or the equivalent and shall be 17 paid at the beginning of each semester or equivalent upon 18 certification by the eligible institution that the student is 19 admitted and in full-time or part-time attendance in a course 20 of study. 21 b. If the student discontinues attendance before the end of 22 any semester, or the equivalent, after receiving payment under 23 the grant, the entire amount of any refund due that student, 24 up to the amount of any payments made under the annual grant, 25 shall be paid by the eligible institution to the state. 26 5. Commission responsibilities. The commission’s 27 responsibilities for administering tuition grants under this 28 section shall be the same as provided under section 261.15. 29 The commission may require an eligible institution to promptly 30 furnish any information which the commission may request in 31 connection with the tuition grant program. 32 6. Grant applications. Each applicant for a tuition grant 33 under this section shall meet the requirements of section 34 261.16. 35 -22- LSB 1049SV (3) 87 kh/tm 22/ 56

An eligible institution shall 1 file annual reports with the commission, as required by the 2 commission and under section 261.9, prior to receipt of tuition 3 grant moneys under this chapter. 4 Sec. 18. Section 261.25, subsections 1, 2, and 3, Code 2017, 5 are amended to read as follows: 6 1. There is appropriated from the general fund of the state 7 to the commission for each fiscal year the sum of forty-five 8 forty-six million five six hundred thirteen thirty thousand 9 four nine hundred forty-eight fifty-one dollars for tuition 10 grants to qualified students who are enrolled in accredited 11 private institutions . 12 2. There is appropriated from the general fund of the 13 state to the commission for each fiscal year the sum of two 14 one million five hundred thousand dollars for tuition grants 15 for qualified students attending for-profit accredited private 16 who are enrolled in eligible institutions located in Iowa . 17 A for-profit institution which, effective March 9, 2005, or 18 effective January 8, 2010, purchased an accredited private 19 institution that was exempt from taxation under section 501(c) 20 of the Internal Revenue Code , shall be an eligible institution 21 under the tuition grant program. For purposes of the tuition 22 grant program, “for-profit accredited private institution” means 23 an accredited private institution which is not exempt from 24 taxation under section 501(c)(3) of the Internal Revenue Code 25 but which otherwise meets the requirements of section 261.9, 26 subsection 1 , paragraph “b” , and whose students were eligible 27 to receive tuition grants in the fiscal year beginning July 1, 28 2003. 29 3. There is appropriated from the general fund of the 30 state to the commission for each fiscal year the sum of two 31 one million two seven hundred fifty thousand one hundred 32 eighty-five dollars for vocational-technical tuition grants. 33 Sec. 19. Section 261.25, subsection 5, Code 2017, is amended 34 by striking the subsection. 35 -23- LSB 1049SV (3) 87 kh/tm 23/ 56

Section 261.87, subsection 1, Code 2017, is amended 1 by adding the following new paragraph: 2 NEW PARAGRAPH . 0b. “Eligible foster care student” means a 3 person who has a high school diploma and is described by any of 4 the following: 5 (1) Is age seventeen and is in a court-ordered placement 6 under chapter 232 under the care and custody of the department 7 of human services or juvenile court services. 8 (2) Is age seventeen and has been placed in a state juvenile 9 institution pursuant to a court order entered under chapter 232 10 under the care and custody of the department of human services. 11 (3) Is age eighteen through twenty-three and is described 12 by any of the following: 13 (a) On the date the person reached age eighteen or during 14 the thirty calendar days preceding or succeeding that date, 15 the person was in a licensed foster care placement pursuant 16 to a court order entered under chapter 232 under the care and 17 custody of the department of human services or juvenile court 18 services. 19 (b) On the date the person reached age eighteen or during 20 the thirty calendar days preceding or succeeding that date, the 21 person was under a court order under chapter 232 to live with a 22 relative or other suitable person. 23 (c) The person was in a licensed foster care placement 24 pursuant to an order entered under chapter 232 prior to being 25 legally adopted after reaching age sixteen. 26 (d) On the date the person reached age eighteen or during 27 the thirty calendar days preceding or succeeding that date, 28 the person was placed in a state juvenile institution pursuant 29 to a court order entered under chapter 232 under the care and 30 custody of the department of human services. 31 Sec. 21. Section 261.87, Code 2017, is amended by adding the 32 following new subsection: 33 NEW SUBSECTION . 2A. Priority for scholarship 34 awards. Priority for scholarships under this section shall be 35 -24- LSB 1049SV (3) 87 kh/tm 24/ 56
S.F. 511 given to eligible foster care students who meet the eligibility 1 criteria under subsection 2. Following distribution to 2 students who meet the eligibility criteria under subsection 2, 3 the commission may establish priority for awarding scholarships 4 using any moneys that remain in the all Iowa opportunity 5 scholarship fund. 6 Sec. 22. Section 271.2, Code 2017, is amended by striking 7 the section and inserting in lieu thereof the following: 8 271.2 Purposes. 9 The Oakdale campus shall serve as an extension of the 10 university of Iowa’s main campus in Iowa City. The Oakdale 11 campus shall serve the university’s mission, including being 12 the location for the state hygienic laboratory, the university 13 of Iowa research park, and various other research and support 14 facilities. 15 Sec. 23. Section 279.68, subsection 1, paragraph a, Code 16 2017, is amended to read as follows: 17 a. A school district shall assess all students enrolled 18 in kindergarten through grade three at the beginning of each 19 school year for their level of reading or reading readiness 20 on locally determined or statewide assessments, as provided 21 in section 256.7, subsection 31 . If a student is not reading 22 proficiently and is persistently at risk in reading, based upon 23 the assessments administered in accordance with this paragraph, 24 the school district shall provide intensive reading instruction 25 to the student. The student’s reading proficiency shall be 26 periodically reassessed by locally determined or statewide 27 assessments including periodic universal screening and annual 28 standard-based assessments. The student shall continue to be 29 provided with intensive reading instruction , at grade levels 30 beyond grade three if necessary, until the student is reading 31 at grade level, as determined by the student’s consistently 32 proficient performance on valid and reliable measures of 33 reading ability. For purposes of this section , “persistently at 34 risk” means the student has not met the grade-level benchmark on 35 -25- LSB 1049SV (3) 87 kh/tm 25/ 56
S.F. 511 two consecutive screening assessments administered under this 1 paragraph. 2 Sec. 24. Section 279.68, subsection 1, paragraph c, Code 3 2017, is amended by striking the paragraph. 4 Sec. 25. Section 279.68, subsection 2, paragraph e, Code 5 2017, is amended by striking the paragraph. 6 Sec. 26. Section 279.68, subsections 3 and 5, Code 2017, are 7 amended by striking the subsections. 8 Sec. 27. Section 282.10, subsection 4, paragraph a, Code 9 2017, is amended by striking the paragraph. 10 Sec. 28. Section 284.1, subsection 1, Code 2017, is amended 11 by striking the subsection. 12 Sec. 29. Section 284.4, subsection 1, paragraph b, Code 13 2017, is amended by striking the paragraph. 14 Sec. 30. Section 284.5, subsections 2 and 3, Code 2017, are 15 amended to read as follows: 16 2. Each school district and area education agency shall may 17 provide a beginning teacher mentoring and induction program for 18 all teachers who are beginning teachers , and notwithstanding 19 section 284.4, subsection 1 , a school district and an area 20 education agency shall be eligible to receive moneys under 21 section 284.13, subsection 1 , paragraph “b” , for purposes 22 of implementing a beginning teacher mentoring and induction 23 program in accordance with this section . 24 3. Each school district and area education agency that 25 provides a beginning teacher mentoring and induction program 26 under this chapter shall develop a plan for the program. A 27 school district shall include its plan in the school district’s 28 comprehensive school improvement plan submitted pursuant to 29 section 256.7, subsection 21 . The plan shall, at a minimum, 30 provide for a two-year sequence of induction program content 31 and activities to support the Iowa teaching standards and 32 beginning teacher professional and personal needs; mentor 33 training that includes, at a minimum, skills of classroom 34 demonstration and coaching, and district expectations for 35 -26- LSB 1049SV (3) 87 kh/tm 26/ 56
S.F. 511 beginning teacher competence on Iowa teaching standards; 1 placement of mentors and beginning teachers; the process for 2 dissolving mentor and beginning teacher partnerships; district 3 organizational support for release time for mentors and 4 beginning teachers to plan, provide demonstration of classroom 5 practices, observe teaching, and provide feedback; structure 6 for mentor selection and assignment of mentors to beginning 7 teachers; a district facilitator; and program evaluation. 8 Sec. 31. Section 284.6, subsection 8, Code 2017, is amended 9 to read as follows: 10 8. For each year in which a school district receives funds 11 calculated and paid to school districts for professional 12 development pursuant to section 257.10, subsection 10 , or 13 section 257.37A, subsection 2 , the school district shall create 14 quality professional development opportunities. Not less than 15 thirty-six hours in the school calendar, held outside of the 16 minimum school day, shall be set aside during nonpreparation 17 time or designated professional development time to allow 18 practitioners to collaborate with each other to deliver 19 educational programs and assess student learning, or to engage 20 in peer review pursuant to section 284.8, subsection 1 . The 21 funds may be used to implement the professional development 22 provisions of the teacher career paths and leadership roles 23 specified in section 284.15 , including but not limited to 24 providing professional development to teachers, including 25 additional salaries for time beyond the normal negotiated 26 agreement; activities and pay to support a beginning teacher 27 mentoring and induction program that meets the requirements 28 of section 284.5; pay for substitute teachers, professional 29 development materials, speakers, and professional development 30 content; and costs associated with implementing the individual 31 professional development plans. The use of the funds shall 32 be balanced between school district, attendance center, 33 and individual professional development plans, making every 34 reasonable effort to provide equal access to all teachers. 35 -27- LSB 1049SV (3) 87 kh/tm 27/ 56
S.F. 511 Sec. 32. Section 284.13, subsection 1, paragraphs a, c, d, 1 and f, Code 2017, are amended to read as follows: 2 a. For the fiscal year beginning July 1, 2016 2017 , and 3 ending June 30, 2017 2018 , to the department of education , the 4 amount of eight hundred forty-six thousand two hundred fifty 5 dollars for the issuance of national board certification awards 6 in accordance with section 256.44 . Of the amount allocated 7 under this paragraph, not less than eighty-five thousand 8 dollars shall be used to administer the ambassador to education 9 position in accordance with section 256.45 . 10 c. For the fiscal year beginning July 1, 2016 2017 , and 11 ending June 30, 2017 2018 , up to seven hundred eighty-six 12 seventy-four thousand eight three hundred sixteen dollars to 13 the department for purposes of implementing the professional 14 development program requirements of section 284.6 , assistance 15 in developing model evidence for teacher quality committees 16 established pursuant to section 284.4, subsection 1 , paragraph 17 “c” , and the evaluator training program in section 284.10 . 18 A portion of the funds allocated to the department for 19 purposes of this paragraph may be used by the department for 20 administrative purposes and for not more than four full-time 21 equivalent positions. 22 d. For the fiscal year beginning July 1, 2016 2017 , and 23 ending June 30, 2017 2018 , an amount up to one million one 24 hundred thirty-six twenty-three thousand four nine hundred ten 25 dollars to the department for the establishment of teacher 26 development academies in accordance with section 284.6, 27 subsection 10 . A portion of the funds allocated to the 28 department for purposes of this paragraph may be used for 29 administrative purposes. 30 f. For the fiscal year beginning July 1, 2017 2018 , 31 and for each subsequent fiscal year, to the department of 32 education, ten million dollars for purposes of implementing 33 the supplemental assistance for high-need schools provisions 34 of section 284.11 . Annually, of the moneys allocated to 35 -28- LSB 1049SV (3) 87 kh/tm 28/ 56
S.F. 511 the department for purposes of this paragraph, up to one 1 hundred thousand dollars may be used by the department for 2 administrative purposes and for not more than one full-time 3 equivalent position. 4 Sec. 33. Section 284.13, subsection 1, paragraph b, Code 5 2017, is amended by striking the paragraph. 6 Sec. 34. Section 284.13, subsection 1, Code 2017, is amended 7 by adding the following new paragraphs: 8 NEW PARAGRAPH . 0f. For the fiscal year beginning July 1, 9 2017, and ending June 30, 2018, to the department an amount up 10 to twenty-five thousand dollars for purposes of the fine arts 11 beginning teacher mentoring program established under section 12 256.34. 13 NEW PARAGRAPH . 00f. For the fiscal year beginning July 1, 14 2017, and ending June 30, 2018, to the department an amount 15 up to six hundred twenty-six thousand one hundred ninety-one 16 dollars shall be used by the department for a delivery system, 17 in collaboration with area education agencies, to assist in 18 implementing the career paths and leadership roles considered 19 pursuant to sections 284.15, 284.16, and 284.17, including but 20 not limited to planning grants to school districts and area 21 education agencies, technical assistance for the department, 22 technical assistance for districts and area education agencies, 23 training and staff development, and the contracting of external 24 expertise and services. In using moneys allocated for purposes 25 of this paragraph, the department shall give priority to school 26 districts with certified enrollments of fewer than six hundred 27 students. A portion of the moneys allocated annually to the 28 department for purposes of this paragraph may be used by the 29 department for administrative purposes and for not more than 30 five full-time equivalent positions. 31 Sec. 35. Section 284.15, subsection 2, paragraph a, 32 subparagraph (1), Code 2017, is amended to read as follows: 33 (1) The salary for an initial teacher who has successfully 34 completed an approved practitioner preparation program as 35 -29- LSB 1049SV (3) 87 kh/tm 29/ 56
S.F. 511 defined in section 272.1 or holds an initial or intern teacher 1 license issued under chapter 272 , and who participates in the 2 beginning teacher mentoring and induction program as provided 3 in this chapter , shall be at least thirty-three thousand five 4 hundred dollars, which shall also constitute the minimum salary 5 for an Iowa teacher. 6 Sec. 36. Section 284.15, subsection 2, paragraph b, 7 subparagraph (1), Code 2017, is amended by striking the 8 subparagraph. 9 Sec. 37. Section 284.16, subsection 1, paragraph a, 10 subparagraph (3), Code 2017, is amended by striking the 11 subparagraph. 12 Sec. 38. Section 284.16, subsection 1, paragraph b, 13 subparagraph (1), Code 2017, is amended to read as follows: 14 (1) Has successfully completed the beginning teacher 15 mentoring and induction program and has successfully completed 16 a comprehensive evaluation. 17 Sec. 39. REPEAL. Sections 261.6, 261.61, 261.129, 263.4, 18 263.5, and 263.6, Code 2017, are repealed. 19 DIVISION II 20 WORKFORCE TRAINING PROGRAMS —— APPROPRIATIONS FY 2017-2018 21 Sec. 40. There is appropriated from the Iowa skilled worker 22 and job creation fund created in section 8.75 to the following 23 departments, agencies, and institutions for the fiscal year 24 beginning July 1, 2017, and ending June 30, 2018, the following 25 amounts, or so much thereof as is necessary, to be used for the 26 purposes designated: 27 1. S.F. 511 but shall remain available for expenditure for the purposes 1 designated until the close of the succeeding fiscal year. 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill appropriates moneys for fiscal years 2017-2018 6 and 2018-2019 from the general fund of the state and other 7 funds to the college student aid commission, the department for 8 the blind, the department of education, and the state board 9 of regents and its institutions. The bill is organized by 10 divisions. 11 DIVISION I —— FY 2017-2018. The bill appropriates to the 12 department for the blind for its administration. 13 The bill includes appropriations to the college student 14 aid commission for general administrative purposes, the loan 15 repayment program for health care professionals, the national 16 guard educational assistance program, the teacher shortage 17 loan forgiveness program, the all Iowa opportunity scholarship 18 program, the teach Iowa scholar program, the rural Iowa primary 19 care loan repayment program, and a health care-related loan 20 program. 21 The bill modifies statute to provide that students enrolled 22 in barber and cosmetology arts and sciences schools are 23 eligible for tuition grant moneys appropriated for students 24 attending for-profit accredited private institutions in Iowa 25 and modifies Code section 261.25 to change the standing limited 26 tuition grant appropriation amounts. 27 The bill prohibits the commission from approving new 28 loan forgiveness applications under the teacher shortage 29 loan forgiveness program. The bill also repeals the all 30 Iowa opportunity foster care grant program, but amends Code 31 section 261.87 to prioritize students who meet foster care 32 criteria under the all Iowa opportunity scholarship program. 33 The bill also repeals the barber and cosmetology arts and 34 sciences tuition grant program and the registered nurse and 35 -52- LSB 1049SV (3) 87 kh/tm 52/ 56
S.F. 511 nurse educator loan forgiveness program. The bill replaces 1 the $6,000 limitation for two semesters of study by students 2 receiving Iowa tuition grants, with language that provides 3 that the amount cannot exceed the average resident tuition and 4 mandatory fees at a regents university. 5 The bill makes changes to the membership of the college 6 student aid commission. Currently, one of the members of 7 the commission is also a member of the board of regents or 8 the executive director of the board of regents. The bill 9 strikes a provision that directs this member to convene the 10 organizational meeting of the commission. The bill strikes 11 provisions requiring that one member represent a lending 12 institution and one member be an individual who is repaying or 13 has repaid a student loan guaranteed by the commission, and 14 adds provisions requiring that one member be a parent of a 15 student enrolled in an accredited postsecondary institution in 16 the state, and that one member represent practitioners licensed 17 by the board of educational examiners. The bill increases 18 the number of members who represent the general public from 19 three to four members, and provides that none of the four shall 20 be officers, board members, or trustees of an institution or 21 association of institutions of higher learning. Under the 22 bill, a vacancy occurs when the parent member no longer has a 23 child enrolled in postsecondary education. 24 The bill repeals Code section 261.129, which establishes the 25 Iowa needs nurses now initiative. 26 The bill appropriates moneys to the department of education 27 for purposes of the department’s general administration, career 28 and technical education administration, division of vocational 29 rehabilitation services including independent living programs, 30 the entrepreneurs with disabilities program, and independent 31 living centers, state library for general administration 32 and the enrich Iowa program, public broadcasting division, 33 career and technical education to secondary schools, school 34 food service, early childhood Iowa fund, expansion of the 35 -53- LSB 1049SV (3) 87 kh/tm 53/ 56
S.F. 511 federal Individuals with Disabilities Education Improvement Act 1 birth through age three services, early head start projects, 2 textbooks for nonpublic school pupils, the student achievement 3 and teacher quality program, jobs for America’s graduates 4 specialists, attendance center performance/general internet 5 site and data system support, the online state job posting 6 system, successful progression for early readers, an early 7 warning system for literacy, the Iowa reading research center, 8 distribution to the midwestern higher education compact to pay 9 Iowa’s member state annual obligation, area education agencies, 10 and community colleges. 11 For the 2017-2018 fiscal year, the bill reduces the standing 12 appropriation for at-risk children under Code section 279.51. 13 The bill does not fund the regional telecommunications 14 councils. 15 The bill amends Code section 279.68 to eliminate 16 requirements relating to an intensive summer reading program, 17 promotion to grade four by students persistently at risk in 18 reading, and good cause exemptions for purposes of attendance 19 at the intensive summer reading programs and promotion to grade 20 four. Intensive reading instruction must be provided by school 21 districts to students beyond grade three if necessary. 22 The bill allows school districts to use state professional 23 development funds for activities and pay to support beginning 24 teacher mentoring and induction programs, but eliminates 25 requirements that school districts provide such programs. 26 The bill modifies the provisions of Code section 284.13 27 providing for allocation of the moneys appropriated for 28 purposes of the student achievement and teacher quality 29 program. The bill adds an allocation for the fine arts 30 beginning teacher mentoring program and delays until the 31 fiscal year beginning July 1, 2018, allocation of $10 million 32 in student achievement and teacher quality program moneys to 33 the department of education for purposes of implementing the 34 supplemental assistance for high-need schools provisions of 35 -54- LSB 1049SV (3) 87 kh/tm 54/ 56
