S.F. 50 Section 1. Section 69.8, subsection 2, Code 2017, is amended 1 to read as follows: 2 2. State offices. In all state offices, judges of courts 3 of record, officers, trustees, inspectors, and members of all 4 boards or commissions, and all persons filling any position 5 of trust or profit in the state, by the governor, except when 6 some other method is specially provided. An appointment by the 7 governor to fill a vacancy in the office of lieutenant governor 8 shall be subject to confirmation by a constitutional majority 9 of both the senate and the house of representatives and shall 10 be for the balance of the unexpired term. An appointment made 11 under this subsection to a state office subject to section 12 69.13 shall be for the period until the vacancy is filled by 13 election pursuant to law. 14 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 15 immediate importance, takes effect upon enactment. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill provides that an appointment by the governor to 20 fill a vacancy in the office of lieutenant governor shall be 21 subject to confirmation by a constitutional majority of both 22 the senate and the house of representatives.
