S.F. 462 Section 1. Section 321A.3, subsection 1, Code 2017, is 1 amended to read as follows: 2 1. The department shall upon request furnish any person a 3 certified abstract of the operating record of a person subject 4 to chapter 321 , or 321J , or this chapter . The abstract shall 5 also fully designate the motor vehicles, if any, registered in 6 the name of the person. If there is no record of a conviction 7 of the person having violated any law relating to the operation 8 of a motor vehicle or of any injury or damage caused by the 9 person, the department shall so certify. A fee of five dollars 10 and fifty cents shall be paid for each abstract except for 11 abstracts requested by state, county, or city officials, court 12 officials, public transit officials, or other officials of a 13 political subdivision of the state or a nonprofit charitable 14 organization described in section 501(c)(3) of the Internal 15 Revenue Code. The Except for any additional access fee 16 collected under subsection 7, the department shall transfer the 17 moneys collected under this section to the treasurer of state 18 who shall credit to the general fund all moneys collected. If 19 a fee established in this subsection is collected by the office 20 of the chief information officer, created in section 8B.2, for 21 a record furnished through an electronic portal maintained by 22 the office of the chief information officer, the office of the 23 chief information officer shall transfer the moneys collected 24 under this subsection to the treasurer of state who shall 25 credit the moneys to the general fund. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 Under current law, moneys collected by the office of the 30 chief information officer (OCIO) for furnishing certified 31 abstracts of drivers’ operating records through an electronic 32 portal maintained by OCIO are transferred to the department 33 of transportation which then transfers the moneys to the 34 treasurer of state to be deposited in the general fund.
