S.F. 46 Section 1. NEW SECTION . 99F.4E Moratorium for issuance of 1 licenses for gambling games. 2 1. Commencing January 1, 2017, the commission shall not 3 issue a license to conduct gambling games on an excursion 4 gambling boat, gambling structure, or at a pari-mutuel 5 racetrack pursuant to this chapter. 6 2. This section does not affect the validity of a license 7 issued by the commission pursuant to this chapter before 8 January 1, 2017, or the authority of the commission to suspend, 9 revoke, transfer, or renew a license to conduct gambling games 10 issued before January 1, 2017, pursuant to chapter 99D or this 11 chapter. 12 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 13 immediate importance, takes effect upon enactment. 14 Sec. 3. RETROACTIVE APPLICABILITY. This Act applies 15 retroactively to January 1, 2017. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill establishes a moratorium preventing the racing 20 and gaming commission from issuing a new license to conduct 21 gambling games on an excursion gambling boat, gambling 22 structure, or at a pari-mutuel racetrack on and after 23 January 1, 2017.
