The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
subacute
care
facilities
licensed
6
by
the
department
of
inspections
and
appeals.
Under
current
7
law,
the
department
of
inspections
and
appeals
is
required
to
8
license
a
subacute
care
facility
if
the
department
of
humans
9
services
has
submitted
a
written
approval
of
the
facility’s
10
application
for
licensure
based
upon
the
process
used
by
the
11
department
of
human
services
to
identify
the
best
qualified
12
providers
and
certain
additional
conditions
are
met.
13
Under
Code
section
135G.1,
a
subacute
care
facility
means
14
an
institution,
place,
building,
or
agency
with
restricted
15
means
of
egress
providing
subacute
mental
health
services
for
16
a
period
exceeding
24
consecutive
hours
to
persons
in
need
17
of
such
services.
The
bill
strikes
the
provision
that
the
18
department
of
human
services
shall
not
give
approval
to
an
19
application
which
would
cause
the
number
of
publicly
funded
20
subacute
care
facility
beds
to
exceed
75
beds.
