include
but
are
not
limited
to
the
following:

2.
Section
299A.12,
Code
2017,
is
amended
by
adding
the

following
new
subsection:

NEW
SUBSECTION
.
4.
Moneys
received
by
a
school
district
9
pursuant
to
section
257.6,
subsection
1,
paragraph
“a”
,
10
subparagraph
(5),
that
remain
unexpended
or
unobligated
at
11
the
end
of
a
budget
year,
shall
be
carried
forward
to
the
12
succeeding
budget
year
and
may
be
used
according
to
subsection
13
2
or
for
any
of
the
following:
14
a.
Indirect
costs
or
use
charges.
15
b.
Operational
or
maintenance
costs
other
than
those
16
necessary
to
operate
and
maintain
the
program.
17
c.
Capital
expenditures
other
than
equipment
or
facility
18
acquisition,
including
the
lease
or
rental
of
space
to
19
supplement
existing
schoolhouse
facilities.

Sec.
3.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
21
immediate
importance,
takes
effect
upon
enactment.

Sec.
4.
APPLICABILITY.
This
Act
applies
to
school
budget
23
years
beginning
on
or
after
July
1,
2017.

EXPLANATION
25
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
Code
section
299A.12
requires
school
districts
to
28
expend
moneys
received
as
the
result
of
supplementary
weighting
29
for
resident
pupils
receiving
competent
private
instruction
30
from
a
licensed
practitioner
for
purposes
of
providing
a
home
31
school
assistance
program
and
specifies
the
permissible
and
32
impermissible
expenditures
of
such
moneys.
This
bill
provides
33
that
moneys
that
remain
unexpended
or
unobligated
at
the
end
of
34
a
budget
year
shall
be
carried
forward
to
the
succeeding
budget

may
be
used
for
purposes
authorized
under
current
1
law
or
for
any
of
the
following:
(1)
indirect
costs
or
use

charges;
(2)
operational

maintenance

maintain
the
program;
and
(3)
capital
4
expenditures
other
than
equipment
or
facility
acquisition,
5
including
the
lease
or
rental
of
space
to
supplement
existing
6
schoolhouse
facilities.

The
bill
takes
effect
upon
enactment
and
applies
to
school
8
budget
years
beginning
on
or
after
July
1,
2017.
