S.F. 378 Section 1. Section 256.9, Code 2017, is amended by adding 1 the following new subsections: 2 NEW SUBSECTION . 61. Develop or select programs or materials 3 for suicide awareness and prevention training required by 4 section 272.2, subsection 20, and make such programs or 5 materials available at no cost to individuals required to 6 undergo such training. 7 NEW SUBSECTION . 62. Provide guidance to school districts 8 regarding the development and implementation of attendance 9 center suicide awareness, prevention, and response plans 10 pursuant to section 279.70. 11 Sec. 2. Section 272.2, Code 2017, is amended by adding the 12 following new subsection: 13 NEW SUBSECTION . 20. Adopt rules requiring persons 14 holding a license, certificate, authorization, or statement 15 of recognition issued by the board who provide a service to 16 students to undergo one hour of training on suicide awareness 17 and prevention per calendar year as a condition of renewal 18 of the license, certificate, authorization, or statement of 19 recognition. A person may meet this requirement through 20 independent self-review of training materials approved by the 21 department of education. 22 Sec. 3. NEW SECTION . 279.70 Attendance center suicide 23 awareness, prevention, and response plans. 24 The board of directors of a school district shall develop and 25 implement an attendance center suicide awareness, prevention, 26 and response plan for each attendance center in the district. 27 The plan shall include procedures for suicide awareness, 28 prevention, and response. The procedures shall include steps 29 for recognizing suicide ideation by a student, appropriate 30 methods of intervention for a student presenting a risk for 31 suicide, and a crisis recovery plan for responses to student 32 suicide. 33 EXPLANATION 34 The inclusion of this explanation does not constitute agreement with 35 -1- LSB 2108XS (3) 87 je/sc 1/ 2
S.F. 378 the explanation’s substance by the members of the general assembly. 1 This bill requires the board of educational examiners to 2 adopt rules requiring persons holding a license, certificate, 3 authorization, or statement of recognition issued by the board 4 who provide a service to students to undergo one hour of 5 training on suicide awareness and prevention as a condition 6 of renewal of the license, certificate, authorization, or 7 statement of recognition. The requirement applies each time an 8 individual seeks renewal. A person may meet this requirement 9 through independent self-review of training materials approved 10 by the department of education. 11 The bill requires school boards to develop and implement 12 attendance center suicide awareness, prevention, and response 13 plans for each attendance center in the school district. The 14 plan must include procedures for suicide awareness, prevention, 15 and response. 16 The bill requires the director of the department of 17 education to develop or select programs or materials for 18 suicide awareness and prevention training required by the 19 bill and make such programs or materials available at no cost 20 to individuals required to undergo such training.
