1.
Section
280.13B,
Code
2017,
is
amended
to
read

as
follows:

280.13B
Recording
and
broadcast
fees
restricted
——

simulcasts
on
public
television
.

1.
The
Iowa
high
school
athletic
association
or
its
5
successor
organization,
and
the
Iowa
girls
high
school
athletic
6
union
or
its
successor
organization,
shall
not
assess
a
7
charge
for
the
retransmission
of
an
audio-visual
recording
8
of
a
high
school
athletic
tournament
contest
or
event
if
the
9
retransmission
does
not
occur
earlier
than
twenty-four
hours
10
after
the
starting
time
of
the
live
athletic
contest
or
event.

2.
Any
contract
licensing
the
television
media
rights
for
12
the
Iowa
high
school
athletic
association’s
state
football,
13
wrestling,
and
basketball
championships
shall
authorize
the
14
public
broadcasting
division
of
the
department
of
education,
15
at
the
division’s
discretion,
to
simulcast
the
television
16
broadcast
statewide.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
contracts
18
entered
into
on
or
after
the
effective
date
of
this
Act.
The
19
parties
to
a
contract
executed
prior
to
the
effective
date
of
20
this
Act
shall
make
every
reasonable
effort
to
comply
with
the
21
Act
within
the
terms
of
the
contract.

EXPLANATION
23
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
24
the
explanation’s
substance
by
the
members
of
the
general
assembly.
25
This
bill
requires
that
any
contract
entered
into
on
or
26
after
the
effective
date
of
the
bill
licensing
the
television
27
media
rights
for
the
Iowa
high
school
athletic
association’s
28
state
football,
wrestling,
and
basketball
championships
shall
29
authorize
the
public
broadcasting
division
of
the
department
30
of
education,
at
the
division’s
discretion,
to
simulcast
the
31
broadcast
statewide.
Parties
to
a
contract
executed
prior
32
to
the
effective
date
must
make
every
reasonable
effort
to
33
comply
with
the
provisions
of
the
bill
within
the
terms
of
the

contract.
