Section 321M.3, Code 2017, is amended to read as 1 follows: 2 321M.3 Authorization to issue licenses. 3 Adair, Adams, Allamakee, Appanoose, Audubon, Benton, Boone, 4 Bremer, Buchanan, Buena Vista, Butler, Calhoun, Carroll, 5 Cass, Cedar, Cherokee, Chickasaw, Clarke, Clay, Clayton, 6 Crawford, Dallas, Davis, Decatur, Delaware, Dickinson, 7 Emmet, Fayette, Floyd, Franklin, Fremont, Greene, Grundy, 8 Guthrie, Hamilton, Hancock, Hardin, Harrison, Henry, Howard, 9 Humboldt, Ida, Iowa, Jackson, Jasper, Jefferson, Jones, 10 Keokuk, Kossuth, Lee, Louisa, Lucas, Lyon, Madison, Mahaska, 11 Marion, Mills, Mitchell, Monona, Monroe, Montgomery, O’Brien, 12 Osceola, Page, Palo Alto, Plymouth, Pocahontas, Poweshiek, 13 Ringgold, Sac, Shelby, Sioux, Tama, Taylor, Union, Van Buren, 14 Warren, Washington, Wayne, Winnebago, Winneshiek, Worth, 15 and Wright counties shall be authorized to issue driver’s 16 licenses, nonoperator’s identification cards, and persons with 17 disabilities identification devices on a permanent basis, 18 provided that such counties continue to meet the department’s 19 standards for issuance. 20 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 21 immediate importance, takes effect upon enactment. 22 EXPLANATION 23 The inclusion of this explanation does not constitute agreement with 24 the explanation’s substance by the members of the general assembly. 25 Code section 321M.3 authorizes certain counties to issue 26 driver’s licenses, nonoperator’s identification cards, and 27 persons with disabilities identification devices, provided the 28 counties continue to meet the department of transportation’s 29 standards for issuance. This bill adds Carroll and Clay 30 counties to the list of authorized counties. The bill takes 31 effect upon enactment. 32 -1- LSB 1036SV (4) 87 ns/nh 1/ 1
