A
lake
Manawa
state
park
user
fee
pilot
program
is

established
within
the
department.
Notwithstanding
section
4
461A.35A,
the
department
shall
develop
and
administer
the
pilot
5
program
at
lake
Manawa
state
park
as
follows:
6
a.
The
department
shall
charge
an
entrance
fee
of
five
7
dollars
per
vehicle
for
a
nonresident
of
the
state.
8
b.
A
nonresident
may
pay
a
fee
of
forty
dollars
for
an
9
annual
pass
that
grants
daily
entrance
into
the
state
park
10
through
one
year
after
the
date
of
purchase.
The
nonresident
11
may
purchase
a
second
annual
pass
for
use
for
a
different
12
vehicle
for
fifteen
dollars.

c.
The
department
has
the
authority
to
charge
separate
14
fees
to
a
resident
and
nonresident
for
campsite
and
shelter
15
reservations.

d.
The
department
may
determine
the
most
effective
and
17
efficient
way
to
collect
fees
and
provide
proof
of
payment.

repealed
July

EXPLANATION
20
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
a
pilot
program
to
collect
fees
from
23
nonresidents
at
lake
Manawa
state
park.
24
Current
law
prohibits
the
department
of
natural
resources
25
from
imposing
an
entrance
fee
on
any
person
entering
a
state
26
park.
Notwithstanding
this
provision,
the
bill
allows
27
the
department
to
impose
an
entrance
fee
of
$5
only
upon
28
nonresidents
who
enter
lake
Manawa
state
park
on
a
per
vehicle
29
basis
for
one
day
of
admission.
The
bill
allows
a
nonresident
30
to
purchase
an
annual
pass
for
$40
that
grants
daily
access
31
to
the
park
through
one
year
after
the
date
of
purchase.
32
A
nonresident
who
purchases
an
annual
pass
may
purchase
a
33
second
annual
pass
to
use
for
a
different
vehicle
for
$15.

The
bill
allows
the
department
to
decide
whether
to
charge
