S.F. 2363 Section 1. Section 256.16, subsection 1, paragraph a, 1 subparagraph (2), Code 2018, is amended to read as follows: 2 (2) Administer, prior to a student’s completion of the 3 practitioner preparation program and subject to the director’s 4 approval, subject assessments designed by a nationally 5 recognized testing service that measure pedagogy and knowledge 6 of at least one subject area; or, a valid and reliable 7 subject-area-specific, performance-based assessment for 8 preservice teacher candidates, centered on student learning. 9 A student shall not successfully complete the program unless 10 the scores achieved by the student achieves scores on the 11 assessments administered under this subparagraph are at or 12 above the twenty-fifth percentile nationally on the assessments 13 administered pursuant to this subparagraph minimum passing 14 scores set by the department . To determine the minimum passing 15 scores for purposes of this subparagraph, the department 16 shall use the recommended scores which are determined by the 17 assessment provider through a validated standard setting 18 process. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill requires the department of education to set the 23 minimum passing score on state-mandated subject assessments 24 students take to successfully complete a practitioner 25 preparation program and for initial teacher licensure.
