S.F. 2360 Section 1. DYSLEXIA RESPONSE TASK FORCE AND REPORT. 1 1. The department of education shall establish a dyslexia 2 task force. The task force shall consist of the following 3 members: 4 a. The director of the department of education or the 5 director’s designee. 6 b. A representative of the Iowa reading research center. 7 c. A representative of an area education agency. 8 d. A representative of an institution of higher education 9 in Iowa with documented expertise in dyslexia and reading 10 instruction. 11 e. A representative of the Iowa association of school 12 boards. 13 f. One school administrator. 14 g. One elementary general education teacher. 15 h. One reading specialist. 16 i. One special education teacher. 17 j. Two representatives of decoding dyslexia who are parents 18 of children with dyslexia. 19 k. One representative of decoding dyslexia who is an 20 individual with dyslexia. 21 l. Two providers certified in a structured literacy reading 22 program. 23 m. One psychologist or speech language pathologist licensed 24 in the state of Iowa with experience in diagnosing dyslexia. 25 2. The department of education shall provide staffing 26 services for the task force. 27 3. The task force shall submit a report regarding its 28 findings and recommendations relating to dyslexia response 29 to the governor and the general assembly no later than 30 November 15, 2019. When making such recommendations, the 31 task force shall consider but not be limited to student 32 screening, interventions, teacher preparation and professional 33 development, classroom accommodations, and assistive 34 technology. S.F. 2360 a. An overview of the symptoms and effects of dyslexia. 1 b. An overview of current practices relating to dyslexia 2 response in Iowa schools. 3 c. A description of current concerns relating to dyslexia 4 response identified by the members of the task force. 5 d. Recommendations of any proposed legislation or 6 rulemaking or any additional personnel or funding needed to 7 address the needs of Iowa students with dyslexia. 8 e. Recommendations relating to dyslexia response for 9 specific stakeholder groups, including but not limited 10 to parents, educators, administrators, school boards, and 11 institutions of higher education. 12 f. A suggested timeline for implementation of the task 13 force’s recommendations. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill directs the department of education to establish a 18 dyslexia task force, which will be staffed by the department. 19 The bill specifies the membership of the task force. The 20 bill directs the task force to submit a report regarding its 21 findings and recommendations relating to dyslexia response to 22 the governor and the general assembly no later than November 23 15, 2019.
