1.
Section
257.11,
subsection
4,
paragraph
d,
Code

2018,
is
amended
to
read
as
follows:

d.
Amounts
that
a
school
district
receives
as
supplementary

weighting
pursuant
to
this
subsection
or
as
a
modified
4
supplemental
amount
received
under
section
257.41
may
be
used
5
in
the
budget
year
for
purposes
of
providing
district-wide,
6
building-wide,
or
grade-specific
at-risk
and
dropout
prevention
7
programming
targeted
to
pupils
who
are
not
deemed
at
risk.

Appropriate
purposes
for
which
funding
for
at-risk
and
9
dropout
prevention
programming
may
be
used
shall
include
10
but
not
be
limited
to
salary
and
benefits
for
instructional
11
staff,
instructional
support
staff,
guidance
counselors,
and
12
school-based
youth
services
staff
who
are
working
in
at-risk
13
and
dropout
prevention
programming,
regardless
of
whether
such
14
staff
or
guidance
counselors,
while
supporting
the
program,
15
are
working
with
students
who
are
not
deemed
at
risk.
The
16
school
district
shall
have
the
authority
to
designate
the
17
portion
of
the
staff
person’s
or
counselor’s
time
and
the
18
corresponding
amount
of
salary
and
benefits
that
are
related
19
to
the
programming.

257.41,
subsection
2,
paragraph
d,

is

to

as

Costs
incurred
for
a
program
intended
to
address

of
absenteeism,
truancy,

Appropriate
uses
of
the
funding
for
a
program
intended
to

rates
of
absenteeism,
truancy,
or
frequent

tardiness
shall
include
but
are
not
limited
to
salary
and

benefits
for
instructional
staff,
instructional
support
staff,
28
guidance
counselors,
and
school-based
youth
services
staff
29
who
are
working
in
such
program,
regardless
of
whether
such
30
staff
or
guidance
counselors,
while
supporting
the
program,
are
31
working
with
students
who
are
not
deemed
at
risk.
The
school

district
shall
have
the
authority
to
designate
the
portion
of

the
staff
person’s

time

EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate

importance,
takes
effect
upon
enactment.

Sec.
4.
APPLICABILITY.
This
Act
applies
to
school
budget
3
years
beginning
on
or
after
July
1,
2018.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
6
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
school
districts
with
approved
programs
8
for
at-risk
programs,
alternative
schools,
and
programs
for
9
returning
dropouts
and
dropout
prevention
to
use
supplementary
10
weighting
funds
and
funds
generated
through
the
establishment
11
of
a
modified
supplemental
amount
for
salary
and
benefits
for
12
instructional
staff,
instructional
support
staff,
guidance
13
counselors,
and
school-based
youth
services
staff
who
are
14
working
in
a
program
for
at-risk
and
dropout
prevention
15
intended
to
address
high
rates
of
absenteeism,
truancy,
16
or
frequent
tardiness,
regardless
of
whether
such
staff
or
17
guidance
counselors,
while
supporting
the
approved
program,
are
18
working
with
students
who
are
not
deemed
at
risk.
The
school
19
district
may
designate
the

of
the

time

the
corresponding
