1.
EXTRACURRICULAR
INTERSCHOLASTIC
CONTESTS
AND

COMPETITIONS
WORKING
GROUP
——
REPORT
TO
GENERAL
ASSEMBLY.
In
2
an
effort
to
bring
consistency
to
interscholastic
contests
3
and
competition
academic
ineligibility
policies,
it
is
4
the
intent
of
the
general
assembly
that
the
statewide
5
corporations,
associations,
or
organizations
that
have
as
6
their
primary
purpose
the
sponsoring
or
administration
of
7
extracurricular
interscholastic
contests
or
competitions
for
8
Iowa’s
secondary
school
students,
including
but
not
limited
9
to
the
Iowa
high
school
athletic
association
and
the
Iowa
10
girls
high
school
athletic
union,
convene
a
working
group
11
to
collaboratively
develop
a
cohesive
policy
on
academic
12
ineligibility.
The
policy
shall
address,
at
a
minimum,
13
efforts
to
combine
or
allow
periods
of
ineligibility
to
run
14
concurrently
for
students
participating
in
multiple
activities
15
and
measures
that
prevent
students
from
avoiding
a
period
of
16
ineligibility
by
enrolling
in
a
new
activity
that
will
count
17
toward
the
student’s
period
of
ineligibility.
The
report
18
submitted
may
include
recommendations
for
changes
to
state
law
19
relating
to
eligibility
and
ineligibility
for
extracurricular
20
interscholastic
contests
and
competitions.
The
working
group
21
shall
submit
the
policy
and
its
findings
and
recommendations
in
22
a
report
to
the
general
assembly
by
January
1,
2019.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
expresses
legislative
intent
that
the
statewide
27
entities
that
have
as
their
primary
purpose
the
sponsoring
or
28
administration
of
extracurricular
interscholastic
contests
or
29
competitions
for
Iowa’s
secondary
school
students,
including
30
but
not
limited
to
the
Iowa
high
school
athletic
association
31
and
the
Iowa

high
school
athletic
union,

a

develop

cohesive
policy
on

The
working
group
shall
