Section
1.
Section
282.18,
subsection
7,
Code
2018,
is

amended
to
read
as
follows:

7.
a.
A
pupil
participating
in
open
enrollment
shall
be

counted,
for
state
school
foundation
aid
purposes,
in
the
4
pupil’s
district
of
residence.
A
pupil’s
residence,
for
5
purposes
of
this
section
,
means
a
residence
under
section
6
282.1
.
The
board
of
directors
of
the
district
of
residence
7
shall
pay
to
the
receiving
district
an
amount
equal
to
the
sum
8
of
the
state
cost
following:

(1)
The
regular
program
foundation
base
per
pupil
for
the
10
previous
school
fiscal
year
plus
either
minus
the
amount
per
11
pupil
of
foundation
property
tax
in
the
district
of
residence
12
for
the
previous
fiscal
year.

(2)
Either
the
teacher
leadership
supplement
state
district

cost
per
pupil
for
the
previous
fiscal
year
as
provided
in

section
257.9

or
the
teacher
leadership
supplement

foundation
aid
for
the
previous
fiscal

as

in

subsection

the

an
eligible
postsecondary

institution
as
provided
in

Sec.
2.
APPLICABILITY.
This
Act
applies
to
school
budget
15
years
beginning
on
or
after
July
1,
2019.

EXPLANATION
17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
Code
section
282.18(7)
provides
that
a
pupil
20
participating
in
open
enrollment
shall
be
counted,
for
state
21
school
foundation
aid
purposes,
in
the
pupil’s
district
of
22
residence.
The
school
district
of
residence
then
is
required
23
to
pay
to
the
receiving
district
the
sum
of
the
state
cost
per
24
pupil
for
the
previous
school
year
plus
either
the
teacher
25
leadership
supplement
state
cost
per
pupil
for
the
previous
26
fiscal
year
or
the
teacher
leadership
supplement
foundation
aid
27
for
the
previous
fiscal
year
if
both
the
district
of
residence
28
and
the
receiving
district
are
receiving
such
supplements,
29
plus
any
moneys
received
for
the
pupil
as
a
result
of
the
30
non-English
speaking
weighting
and
any
eligible
postsecondary
31
tuition
reimbursement
amounts
under
Code
section
261E.7,
if

applicable.

This
bill
modifies
the
amount
required
to
be
paid
from

the
district
of
residence
to
the
receiving
district
to
be

resident

charter
school
or
innovation
zone
consortium
under
Code

chapter
256F
when
the
pupil
enrolls
in
such
a
school
outside
32
the
pupil’s
district
of
residence.

The
bill
applies
to
school
budget
years
beginning
on
or
after
34
July
1,
2019.
