S.F. 230 Section 1. Section 2.40, subsection 1, paragraph a, 1 subparagraphs (1) and (2), Code 2017, are amended to read as 2 follows: 3 (1) The member shall be eligible for all state group 4 insurance plans on the basis of enrollment rules established 5 for the largest number of full-time state employees of the 6 executive branch, other than employees of the state board 7 of regents, that are excluded from collective bargaining as 8 provided in chapter 20 . 9 (2) The member shall pay that portion of the total premium 10 for the plan selected on the same basis as a paid by the largest 11 number of full-time state employee employees of the executive 12 branch, other than employees of the state board of regents, 13 that are excluded from collective bargaining as provided in 14 chapter 20 . 15 Sec. 2. Section 2.40, subsection 1, paragraph a, 16 subparagraph (4), Code 2017, is amended by striking the 17 subparagraph. 18 Sec. 3. Section 2.40, Code 2017, is amended by adding the 19 following new subsection: 20 NEW SUBSECTION . 3. A full-time employee of the general 21 assembly may elect to become a member of a state group 22 insurance plan for employees of the state established under 23 chapter 509A subject to the following conditions: 24 a. The full-time employee shall be eligible for all 25 state group insurance plans on the basis of enrollment rules 26 established for the largest number of full-time state employees 27 of the executive branch, other than employees of the state 28 board of regents, that are excluded from collective bargaining 29 as provided in chapter 20 and shall have the same rights 30 to change programs or coverage as are afforded such state 31 employees. 32 b. The full-time employee shall pay that portion of the 33 total premium for the plan selected on the same basis as paid 34 by the largest number of full-time state employees of the 35 -1- LSB 2296SV (2) 87 ec/rj 1/ 3
S.F. 230 executive branch, other than employees of the state board 1 of regents, that are excluded from collective bargaining as 2 provided in chapter 20. 3 c. A member of a state group insurance plan pursuant to this 4 subsection shall have the same rights upon final termination 5 of employment as are afforded the largest number of full-time 6 state employees, other than employees of the state board of 7 regents, that are excluded from collective bargaining as 8 provided in chapter 20. 9 Sec. 4. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 10 immediate importance, takes effect upon enactment. 11 Sec. 5. APPLICABILITY. This Act applies to a member of 12 the general assembly or a full-time employee of the general 13 assembly electing to become or to continue as a member of a 14 state group insurance plan established anew under chapter 509A 15 that becomes effective on or after the effective date of this 16 Act. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill concerns membership in state insurance plans by 21 members and full-time employees of the general assembly. 22 The bill provides that members of the general assembly who 23 become a member of the state group insurance plan for employees 24 of the state established under Code chapter 509A shall be 25 eligible under the same enrollment rules established for the 26 largest number of noncontract full-time state employees of the 27 executive branch that are not employees of the state board of 28 regents and shall pay that portion of the total premium for the 29 plan selected on the same basis as paid by the largest number 30 of noncontract full-time state employees of the executive 31 branch that are not employees of the state board of regents. 32 The bill strikes language relating to premium rates in Code 33 section 2.40(1)(a)(4). 34 The bill also provides that a full-time employee of the 35 -2- LSB 2296SV (2) 87 ec/rj 2/ 3
S.F. 230 general assembly may elect to become a member of a state group 1 insurance plan for employees of the state established under 2 Code chapter 509A under the same enrollment rules established 3 for the largest number of noncontract full-time state employees 4 of the executive branch that are not employees of the state 5 board of regents. The bill further provides that if the 6 full-time employee becomes a member of a state group insurance 7 plan, the employee shall pay that portion of the total premium 8 for the plan selected on the same basis as paid by the largest 9 number of noncontract full-time state employees of the 10 executive branch that are not employees of the state board of 11 regents. 12 The bill takes effect upon enactment and is made applicable 13 to a member of the general assembly or full-time employee of 14 the general assembly electing to become or to continue as a 15 member of a state group insurance plan that becomes effective 16 on or after the effective date of the bill. 17 -3- LSB 2296SV (2) 87 ec/rj 3/ 3
